In 1998 the Ethiopian government scaled up the response to HIV/AIDS by forging a multi-sectoral and multi-level partnership with various stakeholders. A national policy on HIV/AIDS was enacted in August 1998. This resulted in a Strategic Framework for the National Response to HIV/AIDS in Ethiopia for 2001-2005. This monitoring and evaluation framework was developed to strengthen the multi-sectoral response to HIV/AIDS, to systematically track progress and evaluate the effects of the national response, and to meet the international reporting requirements for funds secured to fight HIV/AIDS in the country. It covers basic monitoring and evaluation concepts, an implementation strategy, national level indicators and resource requirements

Sponsored by the UN ICT Task Force, this paper represents an attempt to define more precisely how ICTs can be used to further the achievement of basic development objectives. Using the Millennium Development Goals (MDGs) as a baseline for analysis, the paper conducts a mapping exercise, which links the application of ICTs to broader development goals as expressed in the MDGs. The mapping of ICT tools to the attainment of the millennium goals in specific development areas leads to a series of ICT-specific targets and suggests possible indicators for measuring progress

The first two papers use country-level data to look at the efficiency of countries in improving health, education, and GDP outcomes. The last two use within-country data on health and education in Argentina and Mexico to look at the same issues. The analysis helps quantify how much progress could be achieved through better efficiency, and to some extent, how efficiency itself could be improved

This resource pack is a helpful tool aimed at services, organisations and health professionals involved in the voluntary counselling and testing (VCT) centres in Kenya. VCT services offer HIV testing to asymptomatic individuals, and pre- and post-testing counselling. Compliance with quality requirements in the provision of the service is crucial to the achievement of the objectives. The National Guidelines for VCT set minimum standards for the registration and accreditation of sites and the Liverpool School of Tropical Medicine has devised a comprehensive quality assurance system to accompany the upscaling of the VCT programme, with an emphasis on individual and community involvement.
