This paper presents a rights-based approach to monitoring and evaluating changes in human and children's rights. Monitoring is an essential tool for the promotion of human rights, and a right-based perspective allows programme managers to measure the impact of interventions in terms of changes in a series of dimensions: in the lives of children and young people, in policies and practice affecting children's rights, in children's ability to participate as active citizens and to enjoy non-discriminatory treatment, and in the capacity of the community and civil society to support their rights. Annexes include outlines of child rights programming approaches and an example of rights-based monitoring of HIV/AIDS with a selection of possible indicators.
