The Inclusion Imperative: Towards Disability-inclusive and Accessible Urban Development

CBM has joined the Global Network on Disability Inclusive and Accessible Urban Development (DIAUD) consisting of multi-stakeholder partners working on both disability and urban development issues, advocating for the inclusion of women, men, girls and boys with disabilities in the New Urban Agenda and the UN Habitat III process. 

On behalf of DIAUD network, CBM and World Enabled have produced an innovative booklet on the Inclusion Imperative: Towards Disability Inclusive and Accessible Urban Development.

The booklet is filled with examples of disability-inclusive urban development, features the voices of people with disabilities claiming their rights as well as key recommendations to help ensure that cities respond to the needs of everyone, including persons with disabilities. The publication also contains a foreword by Catalina Devandas Aguilar, the UN Special Rapporteur on Disability.

The publication will be launched on October 16th, during the high-level forum on disability-inclusive urban development and further disseminated during the conference including stakeholder’s roundtable.

Employment rates amongst disabled people reveal one of the most significant inequalities in the UK today: less than half (48%) of disabled people are in employment compared to 80% of the non-disabled population. Despite a record-breaking labour market, 4.6 million disabled people and people with long-term health conditions are out of work leaving individuals, and some large parts of communities, disconnected from the benefits that work brings. People who are unemployed have higher rates of mortality and a lower quality of life. This green paper sets out the nature of the problem and why change is needed by employers, the welfare system, health and care providers, and all of us. Proposed solutions are set out  and views requested. (Consultation now closed)

Human rights toolkit for women and girls with disabilities. First edition.

A Toolkit for women or girls with disabilities to learn more about human rights and how this knowledge can be used to achieve change in their own lives or the lives of others. Following an introduction about why this Toolkit is needed,  a brief overview of five key human rights issues that women and girls with disability in Australia have identified as most important to them is provided. Section 3 provides information about what human rights are and also gives a brief overview about Australia’s international human rights obligations. Sections 4 and 5 focus on the Convention on the Rights of Persons with Disabilities (CRPD) and the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW), examining the main ‘Article’ from each, that deals with the important urgent issues that have been identified by women with disability in Australia, which are: Violence; Decision-Making; Participation; Sexual and Reproductive Rights; and, Employment. For each of these issues, the words of the main Article (as it appears in the CRPD and CEDAW) are provided and explained in practical terms, and examples are given of what governments have to know and do. Information from WWDA members and supporters about some of the key changes which need to happen is given. Different ideas of what women and girls with disability can do to help achieve change and promote the rights of all women and girls with disability are given and some sample letters and ‘talking points’ for phone calls to a local Member of Parliament, or a government Minister or advisers are provided.

"States parties must ensure the realisation of the right of persons with disabilities to education through an inclusive education system at all levels, including pre-schools, primary, secondary and tertiary education, vocational training and lifelong learning, extracurricular and social activities, and for all students, including persons with disabilities, without discrimination and on equal terms with others". "The right to inclusive education encompasses a transformation in culture, policy and practice in all formal and informal educational environments to accommodate the differing requirements and identities of individual students, together with a commitment to remove the barriers that impede that possibility". The difference between exclusion, segregation, integration and inclusion is highlighted. David Perry, the father of a boy with Down Syndrome, wrote an angry reaction to Pope Francis’ references to individuals and families living with disabilities in Amoris Laetitia. Perry is con- cerned about the limited perspective of persons with disabilities that is portrayed in the texts, which show families commended for their love and tolerance, with a lack of appreciation for the person with a disability as a person of interest, rather than an object of pity. He offers further reflections of caution and hope in response to words and actions of Pope Francis during a Mass celebrating disability awareness. Perry’s comments provide the starting point for reflecting on the image of persons with disabilities presented in Amoris Laetitia and a discussion of possibilities for charity to serve as a corrective for this and pastoral practice.

Children with disabilities experience very high levels of violence, according to this research from Plan International and the London School of Hygiene and Tropical Medicine. The new study carried out in Uganda and Malawi provides valuable insights into the lives of children with disabilities. Key findings include: 

- Girls and boys with disabilities experience extremely high levels of violence: 84% of children with disabilities surveyed reported having experienced some form of violence at school in the previous week.
- Girls with disabilities were more likely to report emotional and sexual violence than girls without disabilities.
- Children with disabilities find it difficult to access community-based child protection mechanisms, due to a range of barriers including environmental barriers, social barriers and institutional barriers.

This extremely important piece of research shows that if we don’t explicitly include, we exclude. In line with the aspiration of the Sustainable Development Goals to “leave no one behind” and with the UN Convention on the Rights of Persons with Disabilities, we therefore call upon Plan International and all other development actors to work together to stop the widespread violence against boys and girls with disabilities, and take concrete steps to include them in child protection mechanisms.

Living in fear: experiences of hate crime and discrimination amongst people with learning disabilities and autism

The views and experiences of people with learning disabilities and autism living within one UK unitary authority (Medway, Kent) were explored.  Aspects investigated were: how many people victimisation affects; who is affected by victimisation; what type of things happen to them; and the impact of victimisation on their quality of life.  The focus groups were: 7 groups with people with intellectual disability and autism (31 people); 4 groups with family and paid carers (33 people).  A survey was completed by: people with intellectual disabilities and autism (220 surveys) and family or paid carers (35 surveys).  27 individual interviews were carried out.

"This MessageBrief summarises and comments on the framing strategies currently in use to communicate information about disability and human rights. The recommendations presented here are based on framing “best practices,” gleaned from more than 15 years of communications research on a wide range of social issues, and represent important opportunities for disability rights advocates to communicate more effectively". This brief reviews more than 55 communications materials sampled from 20 organisations involved in the disability rights field. Five primary framing strategies: Unframed Facts and Numbers, Description Instead of Explanation, Problems Without Solutions, Crisis Stories, and Vivid Cases in current communications are identified and 8 recommendations are presented. Gaps in existing research precluding the ability to make more specific reframing recommendations are identified.

How CBM Australia supports engagement with government for disability inclusion and prevention

CBM Australia engages both directly and indirectly with governments. Indirectly, CBM Australia supports other organisations, for instance disabled people’s organisations or civil society organisations to engage with governments. This report looks at the different ways that CBM partners seek influence government and promote sustainability. It considers the different roles and relevance of activism, advocacy, service delivery and advisory approaches.

 

The cases in this report were identified and gathered through semi-structured interviews with CBM’s Program Officers, Technical Advisors, regional/country office and project staff in-country, as well as drawing on reports and evaluations. The report starts with a section explaining the four different approaches to working with government, followed by a brief introduction to each approach, highlighting what CBM are doing and the key lessons learned. Each section is followed by case studies giving more detailed insight into how CBM are engaging, key achievements, challenges and the lessons learned. Fifteen case studies covering key projects from CBM Australia’s International Programs and the Inclusive Development Team are described in this report.

“This paper systematically reviews the evidence on whether persons with disabilities in low- and middle-income countries are adequately included in social protection programmes, and assesses the financial and non-financial impacts of participation. Overall, we found that access to social protection appears to fall far below need. Benefits from participation are mostly limited to maintaining minimum living standards and do not appear to fulfil the potential of long-term individual and societal social and economic development. However, the most notable finding of this review is that there is a dearth of high-quality, robust evidence in this area, indicating a need for further research.”

Success for Students and Nurses With Disabilities. A Call to Action for Nurse Educators

The identification and implementation of best practices by nurse educators in the USA to support the success of student nurses with disabilities are discussed. Requirements of The Americans With Disabilities Act Amendments Act (ADAAA) of 2008 and the Office of Federal Contract Compliance Programs (OFCCP) revisions to regulations implementing the nondiscrimination and affirmative action regulations of section 503 of the Rehabilitation Act of 1973, effective March 24, 2014 are described. Best practices for educating students with disabilities in nursing education are discussed. The Increased understanding of disability will promote greater diversity and inclusivity within the nursing profession, which will enhance patient care. Three case studies are provided: a student nurse with hearing difficulties having issues with "a code blue"; a student nurse wheelchair user; and student nurse with low vision requiring IT assistance

In the preparation of this study, a questionnaire was sent to Member States, national human rights institutions, agencies of the United Nations system, civil society organizations, and persons with disabilities and their representative organisations. As at 22 December 2015, 144 responses were received. The report covers the participation of persons with disabilities in political and public life (right to vote and be elected, right to access public service and right to participate in the conduct of public affairs). The report also covers participation of persons with disabilities in public decision making (importance of effective and meaningful participation, ensuring the participation of representative organisations of persons with disabilities, promoting consultation and the active involvement of persons with disabilities, and key areas for participation). Recommendations are presented.
