Learning from capacity building practice : adapting the 'Most Significant Change' (MSC) approach to evaluate capacity building provision by CABUNGO in Malawi

This paper presents the findings of an evaluation initiative of the capacity building services provided by CABUNGO, a local capacity building support provider in Malawi. Using the Most Significant Change approach - a story-based, qualitative and participatory methodology - this pilot exercise attempted to capture the changes resulting from capacity building and to enhance the learning and performance of CABUNGO. Organisational capacity development activities facilitated shifts in knowledge and practices but also in relationships and power dynamics. The paper also highlights advantages and constraints of the MSC approach

The past two decades have seen the advent of two significant global developments: the spread of HIV and AIDS, and the creation of the Internet. Both of these factors have had a profound effect on many societies, and both are areas of conflict and controversy. An increasing number of media support organisations are using the Internet to provide information and training resources to media workers in developing countries. These electronic resources, or e-resources, are aimed at assisting media to produce effective communication about HIV and AIDS. But are e-resources relevant, how are they being developed and what factors need to be considered to ensure they are effective? It examines the role of civil society organisations in poverty reduction strategies and looks at ways to enhance their influence on the policy making process. Inadequate knowledge about the policy making process, lack of resources, insufficient capacity and policy makers' mistrust of CSOs are the main obstacles to their full engagement in policy making. Effective approaches should entail: campaigning and implementation of pilot projects aimed at improving adverse political contexts; rigorous mapping and assessment of political contexts; identify critical policy stages; provide relevant and objective evidence; use effective communication methods and strategies; apply network approaches; engage in systematic capacity building

This brief paper explores the concept of social capital and its bearing on young people's lives. In particular it distinguishes between a static social capital (strong/static networks, immediate reciprocity, restricted sense of belonging and outlook in life) and dynamic social capital (diverse networks, generalised reciprocity and diverse outlook). It suggests that young people should be encouraged to embrace an enhanced version of dynamic social capital, and should be offered opportunities to do so. An enhanced dynamic social capital would enable them to cope with risks rather that avoid them, and would give them access to more power and opportunities

Evaluating Stepping Stones : a review of existing evaluations and ideas for future M&E work

This publication aims to review monitoring and evaluation activities, methodologies and findings around the Stepping Stones (SS) approach. Over the last ten years, Stepping Stones has been used by many NGOs as an effective tool for HIV prevention, gender empowerment, community mobilisation and promotion of PLWHA rights. However, monitoring and evaluation documentation on SS is sparse and does not reflect the wealth of learning about the methodology. Key findings show that SS helps improve communication about health issues and supports behaviour changes, although evidence that it has led to a decline in HIV or AIDS incidence is less clear. The report calls for well-designed and systematic monitoring and evaluation activities, and for a strategic dissemination of findings and monitoring and evaluation data

When we will ever learn : improving lives through impact evaluation

This is a report of the Evaluation Gap Working Group, created to investigate why rigorous impact evaluations of social development programmes are relatively rare. An evaluation gap exists because there are few incentives, and considerable resource and time constraints. This results in a costly and persistent lack of sufficient knowledge and learning about the effects of policies and programmes. At an individual level, the report recommends a reinforcement of existing efforts, with improvement on monitoring and evaluation systems and capacity development. It also calls for collective action, that should be led by a 'council', representing all stakeholders, including governments and NGOs. Core functions of the council should include: establishing quality standards for rigorous evaluations; administering a review process for evaluation designs and studies; identifying priority topics; providing grants for impact evaluation design
