Health systems’ analysis is not an exact science in the sense that it is not a case of calculating an indicator and comparing that to a target that is set in stone. Instead, the analysis rests on describing elements of the existing system and critically assessing this on the basis of a clear understanding of health financing policy, the objectives associated with UHC, and relevant comparisons with and lessons from other countries. The paper attempts to provide guidance on how this can be done by highlighting the key issues that should be considered and some of the specific questions that should be addressed. It is not intended to provide a strict chapter-bychapter outline for a system assessment, but instead to foster and guide a systematic approach to the analysis of the health financing system. The health financing country diagnostic is written for Ministries of Health, advisors and others actors responsible for developing and implementing health financing policies, and provides step-by-step guidance on how to undertake a situation analysis of a country’s health financing system. Topics considered include: key contextual factors that influence health financing policy and attainment of policy goals; overview of health expenditure patterns; review of health financing arrangements; analysis UHC goals and intermediate objectives; and overall assessment - priorities for health financing reform.

"This report takes stock of the main public financing for health trends over the past fifteen years in the African region, and highlights opportunities for accelerated progress toward universal health coverage (UHC) based on better-informed budget planning and utilization decisions. The report presents new evidence on the critical role played by domestic public financial management systems on the level, effectiveness and quality of public spending on health in Africa. It argues that these systems should be reconsidered if countries are to move towards UHCCountry experience in reforming public finance systems to support progress towards UHC indicates that success depends on more than simply increasing the level of public budgets. Rather, it requires appropriately targeted health budget allocations, complete execution of health’s public budgets, and improved efficiency in the use of public resources for health.

The report is composed of three sections. The first section is articulated around three policy highlights: aligning budget resources and health priorities; closing the gap between health budget allocation and expenditure; and maximizing UHC performance with the money available. Section 2 is dedicated to providing detailed health financing information on countries, and includes 48 country profiles focused on key health financing trends. The last section includes information on progress towards the development of health financing strategies in the region, as well as regional and country benchmarks on key health financing indicators"

Background paper for the Oslo Summit on Education for Development July 7th, 2015. This paper covers the four topics of the Oslo Summit: investment in education, quality of learning, education in emergencies and girls’ education. The inclusion of children with disabilities is a moral issue as well as an economic and social issue: the costs of exclusion are significant for both for the individual and for society. Disability inclusion should be mainstreamed in all policies and plans. Accessibility standards should be implemented and supported by international development cooperation. Currently, 1/3 of the 58 million out of school children are children with disabilities. Planning and budgeting by national governments and development partners needs to include children with disabilities. There is an immediate need for inclusive reporting and monitoring, for applying disability specific education indicators as well as a need for systematic collection of disaggregated data on disability, age and gender. Keys to achieving quality disability inclusive education include: requiring minimum standards of accessibility for all schools, including in emergency settings; investment in teacher training; ensuring that learning materials/resources are available in accessible formats and are easily adaptable; investment in assistive technology and devices; ensuring participation of Disabled People’s Organisations in education planning and monitoring.

This provides an overview of UNICEF’s 2016-2030 Strategy for Health which "aims to: end preventable maternal, newborn, and child deaths; and promote the health and development of all children. With the first goal, UNICEF commits to maintaining focus on the critical unmet needs related to maternal, newborn and under-5 survival. With the second, UNICEF highlights the importance of also looking beyond survival and addressing the health and development needs of older children and adolescents. The Strategy emphasises the importance of prioritising the needs of the most deprived children and promotes multi-sectoral approaches to enhance child development and address underlying causes and determinants of poor health outcomes. This survey contributes to the debate on the implementation of the 2030 Agenda for Sustainable Development. In addressing the specific challenge of building resilience to climate change, the Survey focuses on population groups and communities that are disproportionately affected by climate hazards, whose frequency and intensity are increasing with climate change. It argues that, in the absence of a continuum of policies designed to reduce the exposure and vulnerability of people to climate change, poverty and inequalities will only worsen. To the extent that the differential impact of climate hazards on people and communities is determined largely by the prevalence of multiple inequalities in respect of the access to resources and opportunities, policies aimed at building climate resilience provide an opportunity to address the structural determinants of poverty and inequality in their multiple dimensions.

The economic impact of inclusion in the open labour market for persons with disabilities

"This study looks into the inclusion of persons with disabilities and its impact on the economy. Persons with disabilities have been included in mainstream, specialist and active labour market programmes over the years in the EU. During the first decade of 2000s, many countries have used the "Work First Approaches", which led people to work before any training. The work first approaches have during the previous times provided good employment without people having the skills. In recent times, an activation approach has been developed in order to ensure that people with more complex disabilities are included in the labour market. This created inclusion programmes that assist people in the job search process, like individual counselling, vocational rehabilitation etc". The report provides an extensive overview of studies and research on the economic impact inclusion in the open labour market for persons with disabilities can have for governments and public authorities and a more general overview assessing impact on businesses and individuals. This study provides a review of the relevant literature. Using standard methods, relevant articles in the English language (or with English language abstracts) were identified, published between 1980 and 2016. 
 

Hear my voice: old age and disability are not a curse. A community-based participatory study gathering the lived experiences of persons with disabilities and older people in Tanzania

Community based participatory research (CBPR) was used to provide evidence on the specific nature and experiences of persons with disabilities and older people from their own perspectives in Tanzania, through the lens of social, political, economic and cultural inclusion. The aim was to strengthen efforts to provide services for and improve the lives of people living in the rural and urban settings of Nachingwea and Kibaha Urban Municipal Council. Twenty-nine peer researchers (nine persons with disabilities, 10 older people and 10 Tanzanian Non-Governmental Organisation (NGO) members working in these communities) were involved in the study. A total of 106 stories were collected. Eight priority areas emerged and were chosen by peer researchers for further discussion in groups: access to education and quality learning; access to health services; issues fed back from NGOs; poverty relating to income and dependence; attitudes towards witchcraft and albinism; relationship difficulties and marriage breakdowns; sexual violence and gender issues; poor treatment from family
 

Guidance on an integrated approach to victim assistance: By states for states

Realizing the rights, and addressing the needs of victims of cluster munitions, landmines, and other explosive remnants of war (ERW), requires a long-term commitment that should continue well after clearance work has been completed.

This Guidance was developed in a participatory manner through tailored questionnaires, a workshop, and an online platform with contributions from a total of 30 states, as well as from representatives of survivors’ organisations and a range of international and civil society organisations. With assistance from Handicap International, from the feedback received, the Convention on Cluster Munitions Coordinators selected a range of good practices and national examples of effective implementation. These have been identified at three levels: legislation, policies and plans; ensuring equitable and equal access to services and resources; and measuring progress.

In recognition of the fact that affected States and donor States face different challenges in implementing an integrated approach, the Guidance is divided into two parts – the first part addresses the practices of affected States, and the second those of donor States. Each part is further divided into two main sub-sections dealing with the dual imperatives of an integrated approach: ensuring that specific victim assistance efforts act as a catalyst for inclusion; and ensuring that broader efforts contribute to the realization of victim assistance obligations. Each sub-section highlights relevant provisions, challenges, good practices, and national examples for each of the three levels

Guidance on victim assistance reporting

In addition to a brief overview of victim assistance in the context of international humanitarian and human rights law, the Guidance on Victim Assistance Reporting is presented in two main parts: an overview of reporting obligations under the Anti-Personnel Mine Ban Convention, the CCM, and Protocol V to the CCW, and available guidance on these obligations; and, the introduction of a consistent approach to comprehensive victim assistance reporting. To support this approach, the Guidance on Victim Assistance Reporting includes in its Annexes a detailed questionnaire which is intended to provide guidance to States on the collection of relevant information to enhance their reporting, and sample reports using the questionnaire as a guide.

The Guidance was developed in consultation with key stakeholders, including members of the Victim Assistance Committee, victim assistance coordinators for the CCM and Protocol V to the CCW, as well as relevant United Nations and other international agencies, NGOs and disability actors

This paper explores UAFA’s experience, since 2002, in working with Azerbaijani stakeholders to move from the medical approach to disability, propagated by the Soviet model of planning and implementation, to a social, community-based approach. The paper highlights the common misconceptions and how these can be overcome, including the policy gaps that challenge effective implementation.

 

The importance of creating and maintaining a core team is discussed, alongside the process that UAFA has developed for building up teams of CBR workers. Finally, the paper raises the issue of introducing outcomes-based evaluation in a society that has no such prior experience, followed by an account of the continual challenge faced by most programmes–namely, how to achieve sustainable funding.

This document presents the finalised text for adoption of the UN’s 2015-2030 Sustainable Development agenda, a plan of action for people, planet and prosperity.  The Agenda seeks to strengthen universal peace in larger freedom and recognises that eradicating poverty in all its forms and dimensions, including extreme poverty, is the greatest global challenge and an indispensable requirement for sustainable development. It calls for countries and all stakeholders, acting in collaborative partnership, to implement this plan and  pledges that no one will be left behind. It seeks to build on the Millennium Development Goals and complete what these did not achieve, and it is anticipated that the Goals and targets will stimulate action over the next fifteen years in areas of critical importance for humanity and the planet

 

The document provides an introduction and vision, shared principles and commitments, the world today and the new agenda, the means of implementation, the follow up and review, and a call for action to change our world. It then specifically outlines the new agenda of 17 sustainable development goals (SDGs) and the associated 169 developmental targets, the means of implementation and global partnership, and the expected follow-up and review over the next 15 years at national, regional and global levels

 

The 17 SDGs include:
