The purpose of this article is to reify and adopt the heuristics from Paulo Freire's model of adult education for possible application in development and evaluation of community-based rehabilitation (CBR) programmes in developing countries. An extensive review of literature spanning from Freire's original writings to application of his teachings was done. Besides adult education, Freire's model has been used in community organisation, health education, alcohol and substance abuse prevention, development work in agrarian cultures, and coalition building. The effectiveness of this model has generally been measured qualitatively. In order to quantitatively transcribe this model, five distinct constructs comprising of dialogue, conscientisation, praxis, transformation, and critical consciousness were identified. Specific directions for quantitative applications for developing and evaluating community-based rehabilitation programmes using these constructs are presented. The model of Freire offers lot of potential in developing and evaluating community-based rehabilitation programmes

"This report presents the outcome of an external evaluation of the Community Based Rehabilitation Programme (CBR) in Tororo District in Uganda...The main objectives of the review has been to assess: Achievements of programme objectives since its inception in 2002; To what extent the programme has addressed the recommendations of the 2000 external evaluation; The programme’s strengths and weaknesses with particular emphasis on review of the programme’s management and financial arrangements. Based on the above the evaluation has made recommendations for strengthening the CBR programme and the opportunities and challenges associated with applying the Tororo District model for implementation of CBR programmes in other districts"

The article discusses the exclusion of people with disabilities from mainstream services and activities in Afghanistan, the CBR initiatives to support families with disabled children and their limitations. A number of recommendations are made on how CBR as a comprehensive strategy can be enhanced by increasing the involvement of service users and their families in all stages of the rehabilitation process

[Author's abstract]: This paper explores and analyses the characteristics of the different stakeholders and their roles in influencing and achieving the objectives of CBR projects. Documentation of CBR projects in Southern Africa has been reviewed. Ten projects out of the more than 30 projects identified were studied. For these ten CBR projects, the stakeholders have been identified, and the objectives of the project have been analysed. Subsequently, the objectives of the project have been related to the interventions made by the different stakeholders involved, and the role of the Intermediate Local Supervisor or Rehabilitation Technician is emphasised. In the projects studied, this cadre played a dominant role in CBR as the most decentralised and community-oriented rehabilitation worker. In fact, CBR appears to rely completely on the involvement of this type of rehabilitation worker. It is concluded that, with such a strong emphasis on this cadre, and its inclusion in a professional rehabilitation system, the influence of other stakeholders (i.e. the non-professional stakeholders) stays unfocused

This report discusses the links between poverty and disability, and community based rehabilitation (CBR). CBR is a strategy for socio-economic development and it is essentially about human rights. The key principles of CBR are poverty alleviation, education, health and rehabilitation and enabling people with disabilities to participate in the whole range of human activities. The report presents a CBR draft framework, a step-by-step practical guideline for CBR programme implementers. The meeting also identified steps to be taken to develop CBR guidelines
