The Functions of Disabled People’s Organisations (DPOs) in Low and Middle-income Countries: a Literature Review

Purpose: The aim of this study was to review peer-reviewed literature on the roles and functions of Disabled Peoples’ Organisations (DPOs) in low and middle-income countries, and their outputs and outcomes for people with disabilities.

 

Method: Online databases were searched without date or language limiters (Medline, CINAHL, Scopus, Embase and Cochrane), using a combination of two key word search strategies. Eleven studies were selected for inclusion in this review on the basis of predetermined inclusion and exclusion criteria. Included studies underwent quality assessment using the Critical Appraisal Skills Programme (CASP) and Downs and Black’s criteria for quality assessment. Data for thematic analysis was then grouped under the broad themes of: participation and factors that facilitate participation; development of partnerships and connections; and self-development and self-help.

 

Results: There was some evidence within the included studies to suggest that DPOs can produce significant, positive outcomes for persons with disability in terms of factors such as employment rates, access to microfinance and bank loans, accessibility of housing, acquisition of orthopaedic devices, involvement in civil society, development of friendships and networks, and participation in training programmes. Although the studies under review largely did not investigate the long-term impact of the reported DPO functions and outputs, some of the short-term outputs may be considered proximal indicators of outcomes such as increased empowerment and wellbeing.

 

Conclusion: The 11 studies in this review suggested that DPOs can be effective in achieving their stated aims of promoting wellbeing, participation and rights of people with disabilities in low and middle- income countries.

 

European Human Rights report, issue 1 – 2016 Marking 10 years of the United Nations Convention on the Rights of Persons with Disabilities in Europe

Here is the first issue of a series of European Human Rights Reports launched by European Disability Forum. This first issue focuses on the 10th anniversary of the CRPD giving an overview of the state of play and progress made with regards to the CRPD in Europe.

It was launched on the occasion of a 2-day conference organised by the European Commission and EDF on 29-30 November 2016, as 2016’s European Day of Persons with Disabilities marked the 10th anniversary of the United Nations Convention on the Rights of Persons with Disabilities (UN CRPD), . The conference gathered together around 400 participants including people with disabilities and their representative organisations, associations and companies working to improve the life of people with disabilities, government representatives, EU institutions representatives, academics and many others. Together they have been discussing and ethe progress made in the European Union (EU) to promote the rights of persons with disabilities in line with the CRPD: each panel gave an overview of the legal and policy framework, and how it had changed, followed by personal testimonies and examples.
 
 

Together towards an inclusive world (series of videos to celebrate CRPD's 10th anniversary)

ADDC and ten of its members have produced a series of short videos featuring persons with disability who are, or were, engaged in a disability-inclusive development (DID) project or initiative (in Australia or overseas). In these videos they share their personal stories and how disability inclusive development projects changed their lives, benefitted their communities and contributed to a more inclusive society.

The video series was officially launched during a parliamentary event in Canberra on 30 November 2016 in the presence of some of the persons featuring in the videos and of senior politicians from different Australian political parties.

The event was opened by an address by Senator Concetta Fierravanti-Wells, Minister for International Development and the Pacific. In her speech, she confirmed both the Australian government’s and her personal strong commitment to ensuring that all Australian development programs are disability-inclusive and to championing DID internationally. You will find a transcript of the Minister’s speech here attached.​

Situation of wage employment of people with disabilities (Ten developing countries in focus)

One of the fundamental rights that is often denied to persons with disabilities is the right to employment. Based on 35 years of work with persons with disabilities in more than 60 developing countries, Handicap International has decided to study this issue of employment and disability. It challenges ten developing country teams to reach out to their local partners to capture the reality of employment today. This qualitative study gives very useful information about country teams’ vision of decent work for persons with disabilities in those environments where specialized resources are rare and inclusive policies remain in their infancy. Despite many obstacles, it identifies some positive promises and future tracks for better practices and efficient services. Many stakeholders, like local business and employment bureaus, are piloting innovative ways to get people to work, and to retain their skills as this positive dynamic evolves. Bringing these experiences to different audiences is the main goal of this document. Hopefully it will be the first piece of a more comprehensive data set and bank of best practices that reinforce access to decent jobs for people with disabilities wherever they happen to live in our global world.

Promoting diversity and inclusion through workplace adjustments: a practical guide

The purpose of a reasonable accommodation at work is not to unduly burden an employer, nor is it to grant one employee an unfair benefit or advantage over another. Reasonable accommodation in the workplace means providing one or more modifications or adjustments that are appropriate and necessary to accommodate a worker or job candidate’s individual characteristics or differences so that he or she may enjoy the same rights as others. Often, a reasonable accommodation may be made at little or no cost to an employer, and results in concrete benefits to both the employer and the worker.

When and how should a workplace accommodation be provided? When should a requested accommodation be considered both necessary and reasonable? This guide aims to assist employers of all sizes and in all economic sectors, to provide reasonable accommodation at all stages of the employment relationship, including in designing and advertising a vacancy, during selection and recruitment phase as well as during employment and in the context of return to work. This guide is a joint product of the Conditions of Work and Equality Department, the Governance and Tripartism Department and the International Labour Standards Department and is the third module in the ILO’s Promoting Equity series.

Leaving no one behind: The value for money of disability-inclusive development

The way in which Value for Money (VfM) is understood and implemented has been a concern of the Bond Disability and Development Group for a number of years. In our experience, programmes that include people with disabilities are often assumed to represent poor VfM – mainly because they have a higher cost per beneficiary when compared to non-inclusive programmes. This paper makes the case for inclusion and argues that interventions that exclude people with disabilities do not represent good VfM. It then provides practical guidance on how to assess the VfM of programmes in an inclusive way. The paper is not about pushing back against the need to achieve VfM. Instead it is about avoiding conflict between VfM analysis and disability inclusion, and progressing the agenda in an inclusive way. We hope it will be a useful resource for those who use VfM assessments including donors, members of the Bond Disability and Development Group and the wider NGO sector.

Disability inclusion in higher education in Uganda: Status and strategies

Background: Uganda has embraced inclusive education and evidently committed itself to bringing about disability inclusion at every level of education. Both legal and non-legal frameworks have been adopted and arguably are in line with the intent of the Convention on the Rights of Persons with Disabilities (CRPD) on education. The CRPD, in Article 24, requires states to attain a right to education for persons with disabilities without discrimination and on the basis of equal opportunities at all levels of education.


Objectives: Despite Uganda’s robust disability legal and policy framework on education, there is evidence of exclusion and discrimination of students with disabilities in the higher education institutions. The main objective of this article is to explore the status of disability inclusion in higher education and strategies for its realisation, using evidence from Emong’s study, workshop proceedings where the authors facilitated and additional individual interviews with four students with disabilities by the authors.


Results: The results show that there are discrimination and exclusion tendencies in matters related to admissions, access to lectures, assessment and examinations, access to library services, halls of residence and other disability support services.

 

Conclusion: The article recommends that institutional policies and guidelines on support services for students with disabilities and special needs in higher education be developed, data on students with disabilities collected to help planning, collaboration between Disabled Peoples Organisations (DPO’s) strengthened to ensure disability inclusion and the establishment of disability support centres.

Intersection between a Social Gender and Disability: A Self-concept of Women with Disabilities in the Post-feminist Context

The goal of this article is to analyse the intersection between a social gender and disability, and identify differences between both the perceived and attached identities of women with disabilities. Two qualitative research studies on women with disabilities in Lithuania reveal ambiguity in the relationship of women with disabilities, towards factors that form their identities. Disability here is realised on a deeper level: it structures respondents’ self-perception and self-reflection. The research also points to the fact that this part of an individual’s identity is straightforwardly perceived in their society and more profoundly ruminated by the women themselves. The ‘invisibility’ of the womanhood here suggests that this part of an identity is perceived as a ‘natural’, unquestionable aspect, which is beyond criticism. Such an attitude absorbs rather than transforms normative provisions and hinders the development of practises directed at subordination of gendering structures.

 

From the perspective of a normative subject, disability and womanhood have equal weights, since both these aspects of identity represent deviation from the ‘norm’, as well as other differences and subordination. However, both these aspects have different meanings in the self-perception of women with disabilities. The social model of disability acknowledges various obstacles in the environment, which hinder personal independence or create disability. Gender on the other hand, is often naturalized, and a systemic gender-based discrimination remains unmentioned. Hence, discriminatory structures related to disability are targeted, but gender subordination remains unchallenged.

The 2016 Social Forum took place from 3 to 5 October 2016 in Room XX, Palais des Nations, Geneva, Switzerland, in accordance with paragraph 6 of Human Rights Council resolution 29/19 entitled “The Social Forum.”

 

The Social Forum is an annual three-day meeting convened by the Human Rights Council. It is a unique space for open and interactive dialogue between civil society actors, representatives of Member States, and intergovernmental organizations, on a theme chosen by the Council each year.

 

The theme of the 2016 session of the Social Forum was the promotion and full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities in the context of the tenth anniversary of the adoption of the Convention on the Rights of Persons with Disabilities (CRPD).

 

Among other human rights concerns, statistics show that around fifty per cent of persons with disabilities cannot afford appropriate health care; and they are more likely to be unemployed than persons without disabilities. Persons with disabilities have, on average, worse living conditions and less participation rates in public affairs than other groups. 

 

Realizing the right to development of persons with disabilities requires the adoption of a human rights-based approach to disability which respects their active, free and meaningful participation in development, the fair distribution of resulting benefits, and their inclusion in society on an equal basis with others. States parties to the CRPD have agreed to cooperate internationally, including through making development cooperation inclusive and accessible to persons with disabilities (Article 32 CRPD). The Social Forum provides an inclusive platform to continue moving the international human rights agenda in that direction. 

The Paralympic Games and the Promotion of the Rights of Persons with Disabilities

This provokes the need to review policy in this sector, particularly in light of the tensions that arise between donor approaches founded on market modernism and governments with more activist leanings. This is done here in the context of efforts to move donor development policy beyond ‘best practice’ institutional blue-prints to those which are ‘good enough’, which seek to understand underlying political economy dynamics in order to find space to engage with governments. In doing so, it is argued that there is scope for ‘working with the grain’ and harnessing the political economy of government policy in order to produce financial inclusion outcomes." 

An adult learning perspective on disability and microfinance: The case of Katureebe

Background: Despite Uganda’s progress in promoting affirmative action for persons with disabilities and its strategy of using microfinance to fight poverty, access to microfinance services by persons with disabilities is still problematic due to barriers, characterised by discrepancies between policies and practices. Regarding education, the affirmative action in favour of learners with disabilities has not translated into actual learning opportunities due to personal and environmental barriers.


Objectives: The study on which this article is based investigated the non-formal and informal adult learning practices regarding microfinance that persons with disabilities engaged in. This article seeks to illuminate the barriers that a person with a visual impairment encountered while learning about and engaging with microfinance and the strategies that he developed to overcome them.


Methods: This was a case study, framed within the social model of disability and critical research paradigm. Data were collected through in-depth interviews of a person with visual impairment and observations of the environment in which adult learning and engagement with Savings and Credit Cooperative Organisations (SACCOs) occurred.


Results: Findings indicate that the person with a visual disability faced barriers to learning about microfinance services. He experienced barriers in an integrated manner and developed strategies to overcome these barriers. The barriers and strategies are theorised using the social model of disability.


Conclusion: The case of a person with visual impairment suggests that persons with disabilities face multiple barriers regarding microfinance, including social, psychological and educational. However, his own agency and attitudes were also of importance as they influenced his learning. Viewing these barriers as blockades can lead to non-participation in learning and engagement with microfinance whereas viewing them as surmountable hurdles can potentially motivate participants to succeed in learning about and engaging with microfinance.

Towards Inclusive Education - The impact of disability on school attendance in developing countries

The paper aims to reduce the global knowledge gap pertaining to the impact of disability on school attendance, using cross-nationally comparable and nationally representative data from 18 surveys in 15 countries that are selected among 2,500 surveys and censuses. These selected surveys administered the Washington Group Short Set (WGSS) of disability-screening questions, covering five functional domains of seeing, hearing, mobility, self-care, and remembering, and collected information on educational status. The paper finds that (i) the average disability gap in school attendance stands at 30% in primary and secondary schools in 15 countries; (ii) more than 85% of disabled primary-age children who are out of school have never attended school; (iii) the average marginal effect of disability on primary and secondary school attendance is negative and significant (-30%), and (iv) countries that have reached close to universal primary education report high ratios of disabled to non-disabled out-of-school children and (v) disabled children confront the same difficulties in participating in education, regardless of their individual and socio-economic characteristics.

The Priority Assistive Products List (APL) aspires to follow in the footsteps of the WHO Model List of Essential Medicines, which creates awareness among the public, mobilises resources and stimulates competition. The Priority Assistive Products List is similarly intended to be a catalyst in promoting access to assistive technology. It is not a restrictive list but aims to provide each Member State with a model from which to develop a National priority assistive products list. 

The List includes hearing aids, wheelchairs, communication aids, spectacles, artificial limbs, pill organizers, memory aids and other essential items for many older people and people with disabilities to be able to live a healthy, productive and dignified life.
