CESR has developed a simple, yet comprehensive four-step framework to analyze various aspects of the obligation to fulfill economic and social rights. Adopting the acronym OPERA, the framework incorporates different measures for specific human rights principles and standards,by framing them around four levels of analysis: Outcomes, Policy Efforts, Resources and Assessment.

A guiding lens for CESR's national enforcement work, the OPERA framework allows an assessment that triangulates outcomes, policies and resources to provide a much fuller picture of what a state is doing to promote the realization of specific rights. Importantly, it traces economic and social deprivations and disparities back to the actions or omissions of the state, to make the case that they constitute an injustice and a violation of human rights.

Improved and standardized method for assessing years lived with disability after injury

"This article presents the results of study that aimed to develop a standardized method for calculating years lived with disability (YLD) after injury. The method developed consists of obtaining data on injury cases seen in emergency departments as well as injury-related hospital admissions, using the EUROCOST system to link the injury cases to disability information and employing empirical data to describe functional outcomes in injured patients. The novel method for calculating YLD after injury can be applied in different settings, overcomes some limitations of the method used to calculate the global burden of disease, and allows more accurate estimates of the population burden of injury"

This Digest details how the rights of indigenous children in both rural and urban areas are often compromised or denied. Specific areas of concern include the rights of indigenous children to survival and development, to good health, to education that respects their cultural identity, to protection from abuse, violence and exploitation, and participation in decision-making processes relevant to their lives. At the same time, however, indigenous children possess special resources as custodians of a multitude of cultures, languages, beliefs and knowledge systems. As this Digest discusses, the most effective initiatives to promote the rights of indigenous children build upon these very elements. Such initiatives recognize the inherent strength of indigenous communities, families and children, respect their dignity and give them full voice in all matters that affect them. The child age group in this report is from 0 - 18, with some areas that focus on early childhood development. For example, the right to birth registration, a name and nationality (p 9), or intercultural initiatives for safe childbirth in Peru (p 15)

The purpose of this article is to discuss the potential of the technologies of information in health and to characterise in a preliminary way the subsystems of information in health according to the nature of the information. Although the investigation is fundamentally bibliographical conceptual, it is based on an empirical study of the systems of information in two Venezuelan regions with local governments of different political orientation. Concludes that responsive systems of information in health should contain information coming from different sources: epidemiological, clinical, nutritional, sociodemographic, environmental and occupational, scientific-technique and administrative, and merit as much attention in health as administration of resources. Therefore, coordinated action of ministries of health is required with different institutions

This article reports on a study to evaluate efficacy and reliability of asynchronous teledermatology for diagnosis of skin diseases. Fifty patients with dermatologic disorders were seen in a poor tropical rural zone, first by non-dermatologists in conventional consultation and then by dermatologists to obtain a diagnosis (gold standard). The latter step consisted of evaluation of filmed lesions by another group of dermatologist later on. Results: there was a high concordance of diagnosis between the two groups of dermatologists when kappa analysis was performed. Conclusion: it appears important to use these technological advances in developing-countries to improve delivery of health care

Information and communication technologies are essential to support professional research activities in biomedicine and health. Their adoption and use is linked to efficiency and competitiveness. After needs analysis, ICTs applications whose use is recommended, are identified. Needs refer to activities linked to the execution of research projects but also to teaching, continuous training and professional development. Based on that, it is proposed a formative programme structure with different competence levels and with a combination of horizontal common general skills and vertical specialization areas. Finally, it is highlighted that new technologies facilitate new instruments but also they represent new working cultures and present new ethical and legal dilemmas to the researchers that would need to be educated in new working environments

This Digest looks at birth registration -- a fundamental human right that opens the door to other rights, including education and health care, participation and protection. Unregistered children are often the children of the poor and excluded, such as refugees or particular indigenous groups. Lack of registration exacerbates their poverty and underscores their marginalisation. Non-registration also has serious implications for national goverments. Countries need to know how many people they have and how many there are likely to be in the future, in order to plan effectively. This Digest emphasizes the crucial importance of birth registration, explores the obstacles to universal registration and highlights the actions -- including awareness raising, legislative changes, resource allocation and capacity building -- that are needed to ensure the registration of every child

This resource examines..."violence by and to children, using the UN Convention on the Rights of the Child as its framework. The focus is on interpersonal violence, both intrafamilial and extrafamilial. Sexual abuse and exploitation are included because, although they do not necessarily involve violence or coercion, the vast majority of evidence indicates their generally harmful physical and psychological effects. Children’s involvement in armed conflict is also discussed, as are the prevalence of violence involving children and the reasons why children become violent"
