This report looks at progress on applying the "Three Ones" principles to the end of 2004. The principles are: one agreed AIDS action framework; one national AIDS coordinating authority; and one agreed country-level monitoring and evaluation system. The report provides an assessment of progress so far, and then considers lessons learned, identifies challenges and suggests opportunities for overcoming these challenges. While this preliminary report is not comprehensive, it is a useful step in addressing how we can make optimal use of the limited resources available for tackling the AIDS pandemic.

This annual report takes an overall look at the global AIDS epidemic. It considers the impact of HIV and AIDS on people and societies and includes a particular focus on the orphans and vulnerable children. It takes a further look at scaling up HIV prevention initiatives, with considerations about the threat of HIV to young people. There is a look at treatment, care and support for people living with HIV. It also takes into account the notion of human rights and protection. There are finally some considerations of the financing of responses to the crisis, and the need to coordinate national responses to HIV and AIDS. There is a table fo useful information on country specific estimates and data relating to HIV and AIDS

This report reflects the current knowledge and understanding of the AIDS epidemic. It presents estimates and ranges around the estimates to indicate their level of precision. It includes a special section on stigma and discrimination

Designed as a practical toolkit and road map for practitioners to use in designing and implementing programme monitoring and evaluation (M&E). The manual introduces key concepts; presents simple, clear procedures, with a checklist of the process, timing and costs of building participatory programme M&E for National AIDS Councils (NACs); and offers key tools that implementing partners need for M&E. The manual emphasizes the development of the overall M&E system, in relation to the National Strategic Plan, and the monitoring of services provided through NACs and their implementing partners. This toolkit adds to the knowledge base to support analysts and decision-makers in their work to mainstream HIV/AIDS as a major item on countries' development agenda, and mobilize the resources needed to expand promising interventions and approaches in the fight against the epidemic. The toolkit offers a unifying framework for analysing HIV/AIDS in the context of PRSPs, as well as examples of how the issue has been treated in the first generation of PRSPs, interim PRSPs and debt relief agreements.
