This study report reveals that children with disabilities in developing countries are being held back from an education. Based upon Plan’s dataset of 1.4 million sponsored children, the report compares sponsored children with a disability to those without, from 30 countries worldwide
Key findings include: children with disabilities are 10 times more likely not to attend school when they do attend school; their level of schooling is below that of their peers; and children with disabilities are much more likely to have had a serious illness in the last 12 months, including malaria and malnutrition. The findings will help Plan and other researchers and organisations to improve responses to the needs of children with disabilities, particularly their health and education

The publication reviews the concept of accessibility and its role in achieving inclusive and sustainable development. It propositions that accessibility be, not only a means and a goal of inclusive development, but also an enabler of an improved, participative economic and social environment for all members of society, including persons with disabilities.

Three key issues are addressed in the publication: (1) Accessibility in the context of human rights and development; (2) accessibility in policy and practice; and (3) accessibility and a disability-inclusive post-2015 development agenda.

The publication reviews good practices and lessons learned from both top-down and bottom-up approaches in promoting accessibility in practices and provides a response to the question: “How does accessibility relate to inclusive, sustainable and equitable development?” The publication argues that accessibility must be re-conceptualized as an enabler: a precondition for any progress toward development for all members of society.  It concludes that the full and effective participation of persons with disabilities in decision-making processes would contribute directly to the successful adoption of an inclusive post-2015 development agenda

With growing recognition that persons with sensory (blindness and deafness), physical, and intellectual disabilities are at risk for HIV, it is crucial to understand the HIV programming needs of persons with disabilities and challenges to accessing HIV-related services. The HIVCore project, funded by the U. S. Agency for International Development, conducted a situation analysis in Ghana, Uganda, and Zambia with persons with disabilities and service providers to describe existing HIV services for persons with disabilities, identify factors affecting access to and use of HIV services, and identify opportunities and gaps for addressing HIV service needs of persons with disabilities. By identifying the needs and challenges in HIV programming for persons with disabilities and by identifying existing programs, the findings from this assessment can be used to guide the implementation of disability-inclusive programming.

Evaluation of Environmental Barriers faced by Wheelchair Users in India

Purpose: Environmental factors restrict the extent to which people with disabilities can participate in society. The reduction of environmental barriers will increase their participation in the social, educational and vocational spheres of life. With the use of a valid and reliable tool - the Craig Hospital Inventory of Environmental Factors (CHIEF) questionnaire - this study aimed to evaluate the environmental barriers faced by wheelchair users in Bangalore city, India.

 

Method: A convenience sample of 100 wheelchair users, between 16 and 40 years of age, and working in different institutions in Bangalore, participated in the study. The CHIEF questionnaire was administered to each participant. It consisted of multiple questions pertaining to the 5 components of environmental barriers faced by wheelchair users: Accessibility, Accommodation, Resource availability, Social support and Equality. Percentage values for the responses in each component were calculated.

 

Results: The results showed that 52% of wheelchair users faced problems in Accessibility on a daily basis, and 77% of them felt the problem was big. With respect to Accommodation, 41% faced problems once a month and 50% of them felt that this was a big problem. The maximum percentage of participants did not face problems in Resource availability (43%), Social support (50%) and Equality (59%), and therefore these aspects were not felt to be a big problem.

 

Conclusion: An understanding of the environmental barriers faced by wheelchair users can provide guidance in mapping policies and strengthening laws which would help to improve their quality of life.

All children in Australia have the right to an inclusive education. However, there are many barriers to the realisation of this right in the lived experience of children and families. Current efforts towards upholding the rights of all children are impeded by a lack of understanding of inclusive education and misappropriation of the term. Additional barriers include negative and discriminatory attitudes and practices, lack of support to facilitate inclusive education, and inadequate education and professional development for teachers and other professionals. Critical to addressing all of these barriers is recognising and disestablishing ableism in Australia.

This paper draws from recent research in addressing gaps in current understanding to provide a firm basis from which to inform research based policy development. Taking a rights-based approach, the paper focuses on developing a clear understanding of inclusive education and identifying strategies to enhance the education of all children in Australia

This position paper calls for the adoption of comprehensive equality legislation to be included as a specific development goal in the framework established to succeed the Millennium Development Goals (MDGs). The paper argues that a failure to address inequality has been one of the undeniable failings of the MDGs. It presents research to illustrate that status-based discrimination is a driver of both income poverty and denial of access to economic and social rights, such as education and health, which are central to the current MDG framework. The paper argues that establishing effective legal protection for the rights to equality and non-discrimination can provide an important mechanism for alleviating poverty and its consequences, and concludes that this is only possible with the adoption of comprehensive equality legislation

Spatial variation in the disability-poverty correlation : evidence from Vietnam

"Poverty and disability are interrelated, but data that can disentangle the extent to which one causes the other is not available. However, data from Vietnam allows us to examine this interrelationship in a way not previously done. Using small area estimation techniques, we uncover three findings not yet reported in the literature. First, disability prevalence rates vary significantly within a county even at the district level. Second, the correlation between disability and poverty also varies at the district level. And most importantly, the strength of the correlation lessens based on district characteristics that can be affected by policy. Districts with better health care and infrastructure, such as roads and health services, show less of a link between disability and poverty, supporting the hypothesis that improvements in infrastructure and rehabilitation services can lessen the impact of disability on families with disabled members"
