Beyond Barriers: Journeying from Exclusion to Inclusion with R2D2 and NCAHT-IITM

Presented at the Disability Innovation Summit: Inclusive Interactions conference organised by the GDI hub on 13 Sept 2023.

 

Challenges in the development and bringing to market of functional, affordable, high quality AT devices are outlined. The development of the manual standing wheelchair and the lessons learnt in taking it from prototype to market (using the GRID model) are introduced. The challenges of affordability and of awareness of AT including by professionals is highlighted. The work of the National Centre for Assistive Health Technologies (NCAHT at AIIMS, New Delhi) including experience zones of architectural barriers where people can try wheelchars on different surfaces and realise that disability is imposed by the environment is briefly described. Wheelchair skills training and community outings are part of the centre. Other topics mentioned include: the need to normalise disability; the need for collaborations; funders; scalability; fragmented markets and the need to access global markets 

Local innovation and production ecosystem building in Nepal

A series of short talks concerned with local innovation and production of AT devices in Nepal given by representatives of members of the associated ecosystem. A short history of the projects is presented. The devastating earthquake in 2015 and COVID both demonstrated the necessity for local innovation, production, repair and maintenance of AT. Three workstreams are ongoing: codesigning for individual needs; manual wheelchairs; and repair and spare part production. The need to develop local OT services in Nepal, particularly of bespoke provision, codesigning with the user to ensure achievable goals with a developed therapeutic intervention plan, is highlighted. Innovative AT associated with the knee joint and a diabetic foot and also a temperature monitoring device are shown and problems with local product validation are highlighted.  Ram Chandra Thapa (founder of Zener Technologies) describes the use of 3D printing in emergency engineering situations. He briefly describes his current project concerning wheelchairs, outlining associated difficulties, the local production ecosystem and the assessment of which parts are the most important for maintenance needs. The need for training and also finance to take a product from innovation to production are mentionned.

This webinar, hosted by Global Disability Innovation (GDI) hub, brings together a diverse panel of experts to discuss what inclusive design looks like in practice for them, who benefits and how it can offer methods to build a more accessible world that benefits all of us.

Wheelchair users, access and exclusion in South African higher education

Background: South Africa’s Constitution guarantees everyone, including persons with disabilities, the right to education. A variety of laws are in place obliging higher education institutions to provide appropriate physical access to education sites for all. In practice, however, many buildings remain inaccessible to people with physical disabilities.


Objectives: To describe what measures South African universities are taking to make their built environments more accessible to students with diverse types of disabilities, and to assess the adequacy of such measures.


Method: We conducted semi-structured in-depth face-to-face interviews with disability unit staff members (DUSMs) based at 10 different public universities in South Africa.


Results: Challenges with promoting higher education accessibility for wheelchair users include the preservation and heritage justification for failing to modify older buildings, ad hoc approaches to creating accessible environments and failure to address access to toilets, libraries and transport facilities for wheelchair users.


Conclusion: South African universities are still not places where all students are equally able to integrate socially. DUSMs know what ought to be done to make campuses more accessible and welcoming to students with disabilities and should be empowered to play a leading role in sensitising non-disabled members of universities, to create greater awareness of, and appreciation for, the multiple ways in which wheelchair user students continue to be excluded from full participation in university life. South African universities need to adopt a systemic approach to inclusion, which fosters an understanding of inclusion as a fundamental right rather than as a luxury.

Wheelchair accessibility to public buildings in the Kumasi metropolis, Ghana

Background: Accessibility implies making public places accessible to every individual, irrespective of his or her disability or special need, ensuring the integration of the wheelchair user into the society and thereby granting them the capability of participating in activities of daily living and ensuring equality in daily life.


Objective: This study was carried out to assess the accessibility of the physical infrastructures (public buildings) in the Kumasi metropolis to wheelchairs after the passage of the Ghanaian Disability Law (Act 716, 2006).


Methods: Eighty-four public buildings housing education facilities, health facilities, ministries, departments and agencies, sports and recreation, religious groups and banks were assessed. The routes, entrances, height of steps, grade of ramps, sinks, entrance to washrooms, toilets, urinals, automated teller machines and tellers’ counters were measured and computed.


Results: Out of a total of 84 buildings assessed, only 34 (40.5%) of the buildings, 52.3% of the entrances and 87.4% of the routes of the buildings were accessible to wheelchair users. A total of 25% (13 out of 52) of the public buildings with more than one floor were fitted with elevators to connect the different levels of floors.


Conclusion: The results of this study show that public buildings in the Kumasi metropolis are not wheelchair accessible. An important observation made during this study was that there is an intention to improve accessibility when buildings are being constructed or renovated, but there are no laid down guidelines as how to make the buildings accessible for wheelchair users.

School and classroom disabilities inclusion guide for low- and middle-income countries

This guide provides strategies and recommendations for developing inclusive classrooms and schools. We specifically address the needs of Sub-Saharan African countries, which lack the resources for implementing inclusive education. However, our strategies and recommendations can be equally useful in other contexts where inclusive education practices have not yet been adopted. Strategies for enhancing existing school and classroom environment and instruction include: modify the physical environment; modify classroom managment strategies; ensure social inclusion; adopt best instructional practices; apply strategies for students with sensory disabilities; and use assistive technologies. Strategies for adopting response to intervention include: tier by tier implementation; individualised education plans; and planning for school wide adoption of inclusive practices and a multilevel system of support.

 

 

Making schools accessible to children with disabilities

Barrier-free access refers to universal access for all children to inclusive schools. While there are many barriers that need to be addressed — the curriculum, and teaching-learning practices and materials, among others — to make a school inclusive, this guidebook speci fi cally focuses on infrastructural barriers and provides practical, cost-effective and technical solutions for making the physical environment of a school safe, accessible and friendly for children with disabilities.

 

During accessibility audits conducted in 500 schools across 16 states in India in 2012-2014, it was found that due to lack of expertise and understanding of access standards amongst construction personnel and school administration, school infrastructure was often barrier- fi lled and unsafe for children with disabilities. This hampered their access to and use of classrooms, playgrounds, libraries, drinking water units, toilets, mid-day meal areas, and other areas.3 This guidebook has been prepared to:

 

i. Provide guidance on making the school infrastructure accessible for children with disabilities.

ii. Assess school facilities and infrastructure and provide design solutions based on national accessibility standards.

Conduct an accessibility audit in low and middle income countries

This guide aims to assist professionals in conducting an accessibility audit, and is aimed at Handicap International professionals who have responsibility for developing, implementing or analysing accessibility activities. Within the framework of inclusive local development, an accessibility audit is a complex, substantial and technical process to implement involving a large number of different stakeholders, increase time preparation and technical specialised skills for making recommendations to remove barriers. An accessibility audit is a participatory democracy exercise which can be used as the basis to form relationships between stakeholders in a municipality accessibility commission or even a municipality commission for inclusive development, who will have responsibility for suggesting, studying, organising and implementing actions to improve accessibility

Assistive Technologies in a Workplace Environment: Barriers for the Employment of People with Disabilities

Purpose: The employment equity policies and implementation of technology- specific guidelines within the South African ‘Code of Good Practice on the Employment of People with Disabilities’, was created to encourage employment equity for employees with disabilities, by companies in Johannesburg.

 

This study reports on the results of the investigation in assistive technologies in a workplace environment, and barriers for the employment of persons with disabilities in the South African environment.

 

Method: Qualitative data, collected from two retail and service companies in the form of semi-structured individual and focus group interviews, was analysed using a constant comparative method, identifying major themes and sub-themes.

 

Results: A surprisingly small number of persons with disabilities were found to be employed by participating companies, which tended not to focus on these people when formulating their policies and plans. In addition, technological aspects of the Code were largely unacknowledged, with little effort being made to accommodate the needs of persons with disabilities. An even lower incidence of assistive technology usage was found, along with a large number of conceptual and perceived barriers that hinder the employment of persons with disabilities and the implementation of appropriate technology.

‘Welcome to My Life!’ Photovoice: Needs Assessment of, and by, Persons with Physical Disabilities in the Kumasi Metropolis, Ghana

Persons with physical disabilities face many architectural and social barriers to community participation. This research employed the ‘Photovoice’ method. The aim was to gain insight into the daily lives of persons with physical disabilities, and to assess their needs in the Kumasi metropolis. Participants in this study were trained and instructed to photograph their everyday activities, so as to document their struggles and concerns, to promote critical dialogue and to reach policymakers. Results indicated a number of concerns, such as poor accessibility to public toilets, transport and buildings, as well as a need for attitudinal change and equal opportunities. Other needs which were raised by theparticipants included economic empowerment, marketable vocational training, accident prevention, affordable and quality rehabilitation, and the establishment of emergency shelters. It was concluded that the most pressing needs of persons with disabilities were related to overall social, employment and accessibility issues. Finally, the ‘Photovoice’ methodology offered a suitable, structured, and participatory way to assess the needs of persons with disabilities. It gave this marginalised group a voice through photographs, and formed an excellent way of disseminating the findings of this study to the stakeholders involved.
