These two posters have been designed to showcase how the Sustainable Development Goals ( SDGs)  and Inclusive education are linked, using visual diagrams with photographic examples.  The first of these posters details the importance of inclusive quality education, particularly for children with disabilities , in all of the 17 SDGs. The second one focuses on goal 4 and gives concrete actions to be taken  to implement the different targets,  with a special focus on  student with disabilities.

With the view to promoting Inclusive Education systems, the UNICEF RO for CEE/CIS in collaboration with the Education and Disability Sections at HQ, has developed a cohesive set of products related to Inclusive Education, products that will support the capacity development of UNICEF staff and provide them with a set of materials that can be used in the field. Below you can find a series of webinars and companion booklets, each dedicated to a specific thematic area, under the overall title of A Rights-Based Approach to Inclusive Education for Children with Disabilities.

The series is intended to provide practical guidance to UNICEF staff and their partners on the issues of Inclusive Education with a focus on children with disabilities, by exploring specific concerns, policy and implementation issues specific to thematic areas. The webinars provide the audience with the necessary tools and references to guide further study, and determine the capacity development needs of each country. Each webinar and its companion booklet was developed by an expert on a specific thematic area.

"This report synthesizes some of the findings of the VNRs (voluntary national reviews) from twenty - two countries, drawing primarily from the written reports and executive summaries of the majority of countries. It uses a theme based analysis drawn largely from the voluntary common guidelines contained in the Annex to the Secretary-General’s report on critical milestones towards coherent, efficient and inclusive follow-up and review at the global level. The report examines reporting countries’ efforts to implement the 2030 Agenda, including challenges, gaps, achievements and lessons learned" 

DFID data disaggregation action plan - Better data for better lives

This action plan sets out the steps that the UK Department for International Development (DFID) will take to promote, provide and make use of their own development and humanitarian programme data which can be disaggregated on the basis of sex, age, disability status and geography (in the short term). It also has the objective to build the culture within DFID on disaggregated data, and to work with others to change the international development system on disaggregated data. A review is scheduled for 2020. Working with partners, influencing, capacity building and management information, research, analysis and reporting are outlined. Trailblazer country programmes with Bangladesh, Nepal, Zimbabwe and Rwanda are reported.

The 2030 Agenda for Sustainable Development provides global opportunity and obligation to work towards achieving the Sustainable Development Goals (SDGs) for all women and girls, and address the rights and demands of women with disabilities as a matter of priority. This brief underlines the need to mainstream disability into all efforts to achieve gender equality and women’s empowerment (SDG 5); highlights key issues for ending poverty (SDG 1) and ensuring healthy lives (SDG 3) for women and girls with disabilities; and calls for closing data gaps on gender and disability.

The brief provides the following at a glance facts about women and girls with disabilities:

  • One in five women live with a disability globally
  • An estimated one in four households has a person with disabilities
  • Women are more likely than men to become disabled throughout the course of their lives
  • Women comprise up to three-quarters of persons with disabilities in low and middle-income countries

Equal measures 2030: Policymakers survey

This report gives interim findings from results of a survey of 109 policymakers in five countries (Indonesia, India, Kenya, Senegal and Colombia), and seeks to shed light on:

  • How do policymakers perceive progress on gender equality in their countries?
  • What most needs to change in order to improve gender equality?
  • What data and evidence do they rely on to make their decisions?
  • How confident are they in their understanding of the major challenges affecting girls and women in their countries?

 

These findings will contribute to debates about data-driven decision making on gender equality, and raise attention to the gaps in accessible, reliable and relevant data and evidence needed to reach the SDGs by 2030.

Spotlight on Sustainable Development Goal 5: Achieve gender equality and empower all women and girls - UN WOMEN 2017

Spotlights are made on areas of the Sustainable Development Goal (SDG) 5, to achieve gender equality and empower all women and girls, and specific targets and indicators are given. The spotlights are on intimate partner violence, harmful practices (including child marriage and female genital mutilation (FGM)), unpaid care and domestic work, women in leadership, sexual and reproductive health and the gender data gap. Data gaps are identified and a five year programme is outlined, Making Every Women and Girl Count, which is designed to provide technical and financial support to countries to improve the production and use of gender statistics in order to monitor the implementation of gender equality commitments in the 2030 Agenda.

"This global report raises awareness for DPOs and how to engage with their governments in the national consultation processes on SDG implementation. This case study features the volunteering countries of Argentina, Bangladesh, Denmark, El Salvador, Ethiopia, India, Indonesia, Italy, Kenya, Nigeria, Peru, Sweden and Togo.

The information summarised in the country chapters was derived from DPOs and partners working at the national level on SDG implementation and information may be subjective. The country chapters are structured to include; status of persons with disabilities, engagement in the voluntary national review process, thematic issues--poverty alleviation, healthcare, women with disabilities and accessibility—and analysis of the submitted VNR report

Sustainable Development Goal (SDG) 4 is to ‘Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all’ and the targets and indicators for SDG 4 emphasise the importance of measuring outcomes for children with disabilities (United Nations, 2015b). This paper reports on findings from qualitative research investigating Fijian stakeholders’ priorities for measuring success of efforts within a contextually and culturally meaningful process of disabilityinclusive education; that is, achievement of SDG 4 for children with disabilities. The priorities are presented in light of the specific challenges in Fiji to fulfilling this goal. The research presented in this paper is one part of a much larger mixed method study funded by the Australian aid program that aimed to develop and test indicators for the education of children with disabilities in the Pacific (Sharma et al., 2016). Fijian researchers with lived experience of disability undertook key informant interviews and focus group discussions with 28 participants. The findings include the need for or role of: an implementation plan and resourcing to ensure the national inclusive education policy is activated; improved awareness and attitudes; competent, confident and compassionate teachers; disability-specific services and assistive technology; accessible buildings and transport; and the important role of special schools. Inclusive education reform requires that Fiji incorporates and builds on existing strengths in special and inclusive education to ensure that systems and people are prepared and resourced for inclusion. The paper concludes that targets within SDG 4 are compatible with priorities within Fiji, however additional indicators are required to measure locally-prioritized changes related to barriers which need to be addressed if Fiji is to make progress towards the higher-order targets of SDG 4.

SDGs, Inclusive Health and the path to Universal Health Coverage

The Sustainable Development Goals (SDGs) are a set of goals designed to improve the social, economic and well-being of all, while maintaining global and environmental sustainability. Health is one of the 17 goals, and focuses not only on addressing morbidity and mortality, but also on improving access to healthcare services for all through Universal Health Coverage (UHC). While disability is not specifically mentioned in this goal, a focus on people with disabilities is important given the inclusive nature of the SDGs and the fact that people with disabilities make up the largest minority group in the world. This paper aims to critically consider what the health goal could mean for people with disabilities and advocates for inclusive health. It discusses the complex relationship between disability and health, and why people with disabilities are more vulnerable to poor health are discussed, and then considers factors that impact access to quality healthcare for people with disabilities and how these impact on the achievement of the targets in SDG Health Goal and the main principles of UHC. The paper argues that developing an inclusive approach to healthcare will not only improve achieving good health for all, but is also important since experiencing poor health may reduce quality of life and participation (e.g. in education, employment or community activities). Poor quality of life and participation can exacerbate disability, poverty and exclusion in addition to increasing suffering, morbidity and early mortality. The paper concludes that an inclusive UHC will not only fulfil the fundamental rights of people with disabilities to health and rehabilitation, as emphasized within the UN Convention on the Rights of Persons with Disabilities, but also contribute to the achievement of the SDGs.

Measuring Disability and Inclusion in relation to the 2030 Agenda on Sustainable Development

This paper explores the development of disability measures for use in censuses and surveys that can serve to monitor the UN Convention on the Rights of Persons with Disability (UNCRPD) and to disaggregate indicators identified through the 2030 Agenda on Sustainable Development and implementing the Sustainable Development Goals (SDGs). The need for data to implement policies and the challenges to the collection of valid and reliable disability data are presented, and the work of the Washington Group on Disability Statistics (WG) is provided as a means to the collection of internationally comparable disability data. By standardizing data collection instruments used to identify the population with disabilities it will be possible to provide comparable data cross-nationally for populations living in a variety of cultures with varying economic resources. The resulting data can be used to assess a country’s compliance with the UN Convention and the 2030 Agenda for Sustainable Development and, over time, monitor their improvement in meeting the established requirements.

No One Left Behind: A review of social protection and disability at the World Bank

The 2030 Agenda for Sustainable Development cites poverty eradication as both the ‘greatest global challenge’ and an ‘indispensable requirement’ for sustainable development (UN, 2015). Unfortunately, the path between discourse and practice is rarely clear. This is especially true for the estimated one billion people with disabilities around the globe who face barriers and challenges to inclusion in mainstream development efforts; and for whom disability-specific projects and interventions are far and few between. This paper responds to the lack of available data focused on tracking the inclusion of persons with disabilities in mainstream poverty reduction efforts. It reports on work by a multidisciplinary research team in developing and piloting a methodology measuring disability inclusive investments in the World Bank’s active portfolio. The paper focuses specifically on the World Bank’s social protection portfolio, aligned with SDG 1 (End Poverty), and outlines a methodology for analysing project-level documentation, using key word searches, and codes aligned with the Sustainable Development Goals to determine the inclusion of persons with disabilities. Findings indicate that only a small percentage, 5%, of the World Bank’s active social protection portfolio explicitly include persons with disabilities as target beneficiaries. It goes on to argue that this dearth in disability inclusive development efforts exposes a vital need to systematically include the needs of this population in the planning for, provision of, and assessment of development assistance efforts. The paper concludes with a set of recommendations for ensuring future projects are inclusive from program development and implementation through to assessment of outcomes.

The capacity of community-based participatory research in relation to disability and the SDGs

The 2030 Agenda pledges to foster shared responsibility, recognizes all as crucial enablers of sustainable development, and calls for the mobilization of all available resources. It also commits to multi-stakeholder partnerships and pledges to be open, inclusive, participatory and transparent in its follow-up and review. Community-based participatory research (CBPR) equitably involves community members, organizational representatives and researchers, enabling them to share power and resources through drawing on the unique strengths that each partner brings. It aims to integrate any increased knowledge and understanding into action, policy and social change to improve the health and quality of life of community members. CBPR involves recruiting community or peer researchers, involving them in planning and offering them training to undertake interviews and observations in their context. They are also part of the analysis and dissemination process, and continue to work with local partners on advocacy plans and events after projects and research have finished. People with disabilities are actively part of the research process throughout. Drawing on relevant literature and current CBPR disability research in East and West Africa, this paper puts forward CBPR as a methodology that can enable community members to identify key barriers to achieving the SDGs, and inform how policy and programmes can be altered to best meet the needs of people with disabilities. It demonstrates CBPR in practice and discusses the successes and complexities of implementing this approach in relation to the SDGs. The paper also highlights findings such as the high level of support needed for community research teams as they collect data and formally disseminate it, the honest raw data from peer to peer interaction, a deep level of local ownership at advocacy level, emerging issues surrounding meaningfully involving community researchers in analysis, and power differentials. A key conclusion is that to join partners with diverse expertise requires much planning, diplomacy, and critical, reflexive thought, while emphasising the necessity of generating local ownership of findings and the translation of knowledge into a catalyst for disability-related policy change.

Mainstreaming disability in the implementation of the 2030 Agenda for Sustainable Development

"The present report has been prepared in response to Economic and Social Council resolution 2015/4, in which the Council requested the Secretary-General to submit to the Commission for Social Development, at its fifty-fifth session, a report on the implementation of that resolution, including the Chair’s summary of the discussions and the proposals made during the multi-stakeholder panel discussion on disability at the Commission’s fifty-fourth session. The report provides an overview of the inclusion of disability in existing international development frameworks, as well as of the status of persons with disabilities in social and economic development. It notes that, worldwide, persons with disabilities are still at a disadvantage in many aspects of their participation in development processes, mechanisms and institutions. The report presents the information concerning: (a) the review and follow-up mechanisms of relevant international frameworks on disability-inclusive development; (b) the role of the Commission for Social Development in mainstreaming disability in the development agenda; (c) summary of the multi-stakeholder panel discussion on disability held at the fifty-fourth session of the Commission for Social Development; and (d) conclusions and recommendations"

This report focuses on the critical issues of inequalities and social justice and warns that unchecked inequalities could jeopardize the sustainability of economies, societies and communities, undermining efforts to achieve the Sustainable Development Goals (SDGs) by 2030. It highlights significant gaps in social science data about inequalities in different parts of the world and, to support progress towards more inclusive societies, calls for more robust research into the links between economic inequalities and disparities in areas such as gender, education and health. A short case study entitled "Consequences of inequality for persons with disabilities – experience of ADD International" is included.

This report was prepared to inform the discussions at the high-level political forum (HLPF) on sustainable development in 2016. The theme chosen for the HLPF is "ensuring that no one is left behind". The report builds on GSDR2014 and GSDR2015. The approach is of an assessment of assessments, documenting and describing the landscape of information on specific issues or nexuses of issues. Specifically, the report keeps the ‘science-policy interface’ and ‘SDGs as integrated system’ as main threads. Main topics include: ensuring that no one is left behind and the 2030 Agenda; the infrastructure – inequality – resilience nexus; perspectives of scientists on technology and the SDGs; inclusive institutions for sustainable development; and identification of emerging Issues for sustainable development. An annex addresses persons with disabilities specifically, highlighting their over-representation in the "furthest behind".
