This video series is part of the Making It Work initiative, “Access to employment for all in West Africa : let’s make it work”, which sets out good practice for inclusive employment of people with disabilities in West Africa, in line with CPRD Article 27 and makes recommendations for public and private employers, microfinance institutions, governments and their partners so that they become agents of change and commit themselves to inclusive policies promoting access to decent jobs for people with disabilities in West Africa.  This part IV video examines the “right to work: how governments can make it work? and how do governments and ministries promote access to employment for people with disabilities through the design and implementation of disability-inclusive public policies and development strategies?”

Old age, disability and mental health : data issues for a post-2015 framework

"This Background Note focuses on inequalities associated with old age, disability and mental health. It argues that these should be considered salient sources of group-based difference, given the numbers of people affected, their marginalisation and vulnerability, and their relative neglect in international agreements to date. This note identifies a lack of data as a particular concern, but one that can be addressed through revisions to standard household surveys. To this end, the paper discusses the available data and their limitations, constraints to better data collection and efforts needed to adjust key international survey instruments -the World Bank’s Core Welfare Indicator Questionnaire (CWIQ) and Living Standards and Measurement Survey (LSMS), Macro International’s Demographic and Health Survey (DHS) and the UNICEF Multiple Indicator Cluster Survey (MICS)- to collect reliable data on these issues. It sets out technical adjustments that would enable these surveys to broaden their coverage, collect richer information and improve their identification of these three groups. It concludes by commenting on how measures to address the inequalities that affect these groups could be incorporated within a new post-2015 framework agreement"

"This article uses global socio-economic and HIV datasets and compares them to data contained in the most recent World Report on Disability in order to examine the relationship between HIV and disability in Eastern and Southern Africa (ESA). The analysis suggests that disability prevalence may be related to HIV-prevalence in ESA. It identifies research and policy gaps and seeks to shed light on the relationship between the two phenomena. It concludes that, more than any other region in the world, ESA needs to ensure better data collection on disability and the inclusion of disability throughout its HIV programmes in order to provide a comprehensive and appropriate response to the epidemic"

The key informant child disability project in Bangladesh and Pakistan

The Key Informant Method (KIM) has previously been tested by CBM, LSHTM and others, and found to be a valid method for the identification of children with severe visual impairment and blindness in Bangladesh, using community volunteers in the place of a door-to-door survey. This report outlines a study that set out to expand this and test whether voluntary, community-level Key Informants (KIs) could be trained to effectively identify children with moderate or severe physical impairments, sensory impairments (visual and hearing) or epilepsy in Bangadesh and Pakistan, and if so whether this process could be used to assess prevalence and plan appropriate referral services for children meeting these criteria

Disabled people and the post-2015 development goal agenda through a disability studies lens

The purpose of this study was to examine the role and visibility of disabled people in the discourses of various global policy processes related to sustainable development and the Post-2015 development agenda. This article makes several recommendations for strengthening the role of disabled people in these discourses. The research addresses the question of how the disability community and sustainable development community relate to each other in these discourses. This study provides quantitative and qualitative data on three aspects of the relationship. One set of data highlights who is seen as a stakeholder in general and the visibility of disabled people in the social sustainability, sustainable consumption, Rio+20 and Post-2015 development agenda proposals discourses and what participants of the online consultation for a disability inclusive development agenda towards 2015 and beyond had to say about the issues of visibility of disabled people in development discourses. A second set of data illuminates the attitudes towards disabled people evident in the SD discourses including through the eyes of the participant of the online consultation for a disability inclusive development agenda towards 2015 and beyond. The final set of data compares the goals and actions seen as desirable for the advancement of SD evident in the SD literature covered and the online consultation for a disability inclusive development agenda towards 2015 and beyond. This study interpreted the data through a disability studies lens. The study found that disabled people were barely visible to invisible in the SD literature covered, that the goals and actions proposed in the SD discourses are of high relevance to disabled people but that these discussions have generally not been explicitly linked to disabled people. It found further that disabled people have clear ideas why they are invisible, what the problems with development policies are and what needs to happen to rectify the problems. It found also that there was a lack of visibility of various SD areas and goals within the disability discourse. This paper provides empirical data that can be used to further the goal of mainstreaming of disabled people into the SD and Post-2015 development discourses as asked for in various high-level UN documents. However, we posit that the utility of our paper goes beyond the disability angle. Our quantitative data also highlights other forms of social group visibility unevenness in the literature and as such, we argue that the data we present in this paper is also of use for other stakeholders such as youth, women and indigenous people and also for NGOs and policy makers.

Overarching development policies are shaped at a national level while public policies are devised and implemented at the local level by local authorities. Inclusion of vulnerable groups in health policies: Regional policies on health priorities in Africa

Background: If access to equitable health care is to be achieved for all, policy documents must mention and address in some detail different needs of groups vulnerable to not accessing such health care. If these needs are not addressed in the policy documents, there is little chance that they will be addressed at the stage of implementation.

 

Objectives: This paper reports on an analysis of 11 African Union (AU) policy documents to ascertain the frequency and the extent of mention of 13 core concepts in relation to 12 vulnerable groups, with a specific focus on people with disabilities.

 

Method: The paper applied the EquiFrame analytical framework to the 11 AU policy documents. The 11 documents were analysed in terms of how many times a core concept was mentioned and the extent of information on how the core concept should be addressed at the implementation level. Each core concept mention was further analysed in terms of the vulnerable group in referred to.

 

Results: The analysis of regional AU policies highlighted the broad nature of the reference made to vulnerable groups, with a lack of detailed specifications of different needs of different groups. This is confirmed in the highest vulnerable group mention being for ‘universal’. The reading of the documents suggests that vulnerable groups are homogeneous in their needs, which is not the case. There is a lack of recognition of different needs of different vulnerable groups in accessing health care.

 

Conclusion: The need for more information and knowledge on the needs of all vulnerable groups is evident. The current lack of mention and of any detail on how to address needs of vulnerable groups will significantly impair the access to equitable health care for all.

Attitudes of Students towards Peers with Disability in an Inclusive School in Nigeria

Purpose: The majority of children and young people with disabilities live in developing countries where they face inequalities in education and other opportunities. Negative attitudes constitute one of the major barriers to thedevelopment of their potential.

 

This study aimed to describe the attitudes of students without disability towards their peers with disability, and to assess the role that gender and interpersonal contact play in shaping these attitudes.

 

Method: A cross-sectional study involving 107 students was carried out at an inclusive secondary school located in a peri-urban area in South Western Nigeria.

 

Participants were recruited from a group of 118 students in the three junior classes and senior class one (JSS 1 to SSS 1). A semi-structured questionnaire containing items on the “Chedoke-McMaster Attitudes Towards Children with Handicaps (CATCH) scale”, which elicits responses on a Likert scale numbered 0 to 4 (0-strongly disagree, 4-strongly agree), was administered. Data analysis was done using Stata version 12. Descriptive analysis was carried out and association between variables was determined using independent two-tailed t-tests.

 

Results: The Cronbach’s alpha coefficient of the scale was 0.83. The attitudes of students in the school were generally positive (M = 22.55, SD = 3.79). Female students had higher total scores (M = 24.76, SD = 2.78) than their male contemporaries (M = 19.84, SD = 3.05), t (103) = 8.55, p = .000. Having a friend/relative with a disability was associated with more positive attitudes among female students.

 

Conclusions: In this inclusive setting, the attitudes of students towards their peers with disability were generally positive. Since interpersonal contact was associated with positive attitudes towards students with disabilities, interventions should be directed towards promoting interpersonal relationships in order to build an integrated society.

Family perceptions of intellectual disability: Understanding and support in Dar es Salaam

When attempting to understand the construct of intellectual disability in different contexts, speaking to family members in addition to the individual with the disability may provide new insight about understandings of and responses to intellectual disability in society and may help to identify the forms of support that are available or needed to ensure the quality of life of people with disabilities. This article outlines and discusses interviews that were conducted in Dar es Salaam, Tanzania, with family members of children and adults with intellectual disabilities. These interviews explore how families came to understand that their child had an intellectual disability; the availability of family support; and family hopes and dreams for the future, and were a part of a wider exploratory study that gathered insight from individuals with disabilities, families, and other providers of support to explore understandings and perceptions of disability in Dar es Salaam. Understanding family experiences will help researchers, policy makers, non-governmental organisations, and others to identify family strengths and family support needs which can ultimately improve family quality of life and the quality of life of the member with a disability.
