It has been prepared for the Inclusion Works programme (which works on disability inclusive formal employment in Bangladesh, Kenya, Nigeria and Uganda), to better understand the current context and available evidence in Uganda, and will be helpful for anyone interested in disability inclusion, especially in relation to employment, in Uganda. It focuses on persons with disabilities, employers, policy, the disability movement, and partnerships. This SITAN has been briefly updated from the June 2019 SITAN.

Mobile technology and inclusion of persons with disabilities

This K4D Emerging Issues report highlights research and emerging evidence that show how mobile-enabled services can help increase inclusion of persons with disabilities. The aim is to provide UK Government’s Department for International Development (DFID) policy-makers with the information required to inform policies that are more resilient to the future. This report provides a synthesis of the current evidence on how mobile technology and mobile-enabled services can help increase inclusion of persons with disabilities. It was originally planned that this report would also explore how mobile enabled technology might exacerbate existing inequalities. Some evidence was found to focus on the barriers to ICT that marginalised groups encounter, however, no evidence was found to focus on how mobile technology might exacerbate inequalities. As such, the report focuses on the positive impact that mobile technology has been shown to have in increasing the inclusion of persons with disabilities. 

This report focuses specifically on evidence produced by academic research from low and middle income countries

This paper uses a case study to argue that participatory approaches emerge from a complex process of negotiation where fieldworkers are subject to unique combinations of competing influences from the organisations they work for, the communities they work with, and their own personal characteristics. It suggests that fieldworkers can actively pursue personal agendas and can also be involved in changing the structures that condition their actions. However, the paper concludes that elements of the organisational structure can leave little room for fieldworkers to use their agency positively, and that managers need to address this in order to reduce the gap between the policy and practice of participatory approaches
