Challenges in the development and bringing to market of functional, affordable, high quality AT devices are outlined. The development of the manual standing wheelchair and the lessons learnt in taking it from prototype to market (using the GRID model) are introduced. The challenges of affordability and of awareness of AT including by professionals is highlighted. The work of the National Centre for Assistive Health Technologies (NCAHT at AIIMS, New Delhi) including experience zones of architectural barriers where people can try wheelchars on different surfaces and realise that disability is imposed by the environment is briefly described. Wheelchair skills training and community outings are part of the centre. Other topics mentioned include: the need to normalise disability; the need for collaborations; funders; scalability; fragmented markets and the need to access global markets 

Co-creating inclusive public spaces: Learnings from four global case studies on inclusive cities

Public spaces, including recreational and social spaces, are often not prioritised. Inclusive public spaces are fundamental to participation and inclusive in society. Including persons with disabilities in the design and planning of the built environment supports equal rights and helps identify people’s aspirations for inclusive environments. Four city case studies will be discussed in this paper: Ulaanbaatar, Mongolia; Varanasi, India; Surakarta, Indonesia; and Nairobi, Kenya.

This is the second of six case studies analysing the state of accessibility and inclusive design in low-resource contexts around the world. The six independent case studies will be analysed to develop a comparison report and finally a global action report that will offer evidence and recommendations that support making infrastructure, the built environment and urban development in low-resource settings more accessible and inclusive.

This purpose of this case study is to explore the state of inclusive and accessible environments for persons with disabilities in Varanasi, India, through engagement with policy, industry and community stakeholders (policy, practice and people). Through this engagement, the case study is developing evidence on the challenges and opportunities for implementing inclusive and accessible design in Varanasi and makes recommendations on local actions towards becoming a more inclusive city.

Integrating geospatial data and measures of disability and wealth to assess inequalities in an eye health survey: An example from the Indian Sunderbans

The Sunderbans are a group of delta islands that straddle the border between India and Bangladesh. For people living on the Indian side, health services are scarce and the terrain makes access to what is available difficult. In 2018, the international non-governmental organisation Sightsavers and their partners conducted a population-based survey of visual impairment and coverage of cataract and spectacle services, supplemented with tools to measure equity in eye health by wealth, disability, and geographical location. Two-stage cluster sampling was undertaken to randomly select 3868 individuals aged 40+ years, of whom 3410 were examined

Barriers and Facilitators to Community Ambulation in Maharashtra, India: Perception of Individuals with Stroke

Purpose: The study aimed to understand the self-perceived environmental barriers/ facilitators to community ambulation among stroke survivors in Maharashtra State, India.

 

Method: The Facilitators and Barriers Survey /Mobility Questionnaire (FABS/M) was used to collect information from a convenience sample of 50 individuals with stroke. Data was analysed using descriptive statistics in Statistical Package for Social Sciences (SPSS) 22.00.

 

Results: Curbs, gravel surfaces, rain, noise, and crowd were marked as barriers by 56%, 58%, 52%, 36% and 50% of the participants, respectively. Ramps, elevators, and flat surfaces were reported as facilitators by 42%, 70% and 82% of the participants, respectively. Participants also mentioned the absence of automatic doors and escalators in community areas (92% and 88%), specialised exercise equipment, handrails and specialised bathroom equipment at home (92%, 50% and 52%), and inaccessibility to public places (50%), as barriers to easy mobility. 

 

Conclusions: To enhance community mobility of individuals with stroke, environmental barriers should be reduced and facilitators should be enhanced. The marked absence of facilitators in the environment should be rectified and appropriate steps should be taken to enhance ambulation. 

 

Limitations of the study are the small sample size. Factors like balance, economic status, physical activity of the stroke individuals and severity of stroke were also not considered.

Disability considerations for infrastructure programmes

This study identifies and summarises evidence of the impact of non-accessible infrastructure on people with disabilities. It makes recommendations on how to incorporate the principals of universal access into all infrastructure projects. This document should be read in combination with the DFID (UK Department for International Development)​ Disability Framework “Leaving No One behind” (2014), which sets out how DFID promotes inclusion of people living with disabilities in all its programmes. Topics covered include: rationale for inclusive infrastructure; best practices in project planning, engineering design; monitoring and evaluation processes; inclusive design in planning and policy; mainstreaming disability considerations into infrastructure programmes and policy decisions; linking disabilities with cross cutting agendas. 

Making schools accessible to children with disabilities

Barrier-free access refers to universal access for all children to inclusive schools. While there are many barriers that need to be addressed — the curriculum, and teaching-learning practices and materials, among others — to make a school inclusive, this guidebook speci fi cally focuses on infrastructural barriers and provides practical, cost-effective and technical solutions for making the physical environment of a school safe, accessible and friendly for children with disabilities.

 

During accessibility audits conducted in 500 schools across 16 states in India in 2012-2014, it was found that due to lack of expertise and understanding of access standards amongst construction personnel and school administration, school infrastructure was often barrier- fi lled and unsafe for children with disabilities. This hampered their access to and use of classrooms, playgrounds, libraries, drinking water units, toilets, mid-day meal areas, and other areas.3 This guidebook has been prepared to:

 

i. Provide guidance on making the school infrastructure accessible for children with disabilities.

ii. Assess school facilities and infrastructure and provide design solutions based on national accessibility standards.

Evaluation of Environmental Barriers faced by Wheelchair Users in India

Purpose: Environmental factors restrict the extent to which people with disabilities can participate in society. The reduction of environmental barriers will increase their participation in the social, educational and vocational spheres of life. With the use of a valid and reliable tool - the Craig Hospital Inventory of Environmental Factors (CHIEF) questionnaire - this study aimed to evaluate the environmental barriers faced by wheelchair users in Bangalore city, India.

 

Method: A convenience sample of 100 wheelchair users, between 16 and 40 years of age, and working in different institutions in Bangalore, participated in the study. The CHIEF questionnaire was administered to each participant. It consisted of multiple questions pertaining to the 5 components of environmental barriers faced by wheelchair users: Accessibility, Accommodation, Resource availability, Social support and Equality. Percentage values for the responses in each component were calculated.

 

Results: The results showed that 52% of wheelchair users faced problems in Accessibility on a daily basis, and 77% of them felt the problem was big. With respect to Accommodation, 41% faced problems once a month and 50% of them felt that this was a big problem. The maximum percentage of participants did not face problems in Resource availability (43%), Social support (50%) and Equality (59%), and therefore these aspects were not felt to be a big problem.

 

Conclusion: An understanding of the environmental barriers faced by wheelchair users can provide guidance in mapping policies and strengthening laws which would help to improve their quality of life.

Barriers to sustainable access of children and families to ART centres in rural India : a report on operations research conducted in Maharashtra and Manipur
