The World Food Programme (WFP) has taken important steps to progress disability inclusion across its programming and operations. In late 2022, WFP commissioned the Nossal Institute, University of Melbourne in partnership with the Faculty of Psychology, Universitas Gadjah Mada, Indonesia to identify pathways for increasing disability inclusion in WFP’s emergency preparedness and response (EPR) programming.

The study explored WFP’s programming in Indonesia and the Philippines, including WFP’s advisory, technical assistance and service provision roles to government and partners and informed the development of this guide (see appendix 2). As general guidance on disability inclusion is increasingly available, the purpose of this guide is to contextualize disability inclusion in WFP’s emergency preparedness and response programming. The guide builds on core reference materials, such as the Inter-Agency Standing Committee (IASC) Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action, 2019. While of wider relevance, this guide is directed at WFP’s EPR programming in Asia and the Pacific.

Inclusive Futures played a crucial role in supporting some of the most marginalised people with disabilities in Bangladesh, Kenya, Nepal, Nigeria, and Tanzania during the COVID-19 pandemic. This paper summarises what we learned and it can be used to include people with disabilities in future programming, particularly in contexts at risk of crisis.

Twelve inclusive practices are presented that explore the application of the inclusive approach to disaster risk management. Collecting and sharing inclusive practices is one axis of the project, “Inclusive Disaster Risk Management: An innovative approach towards inclusion of most vulnerable groups”, which aims to disseminate inclusive disaster risk management in Latin American countries in order to increase protection and resilience in high-risk groups. The project accompanies and strengthens regional, national, and local actors from the following countries: Bolivia, Chile, Colombia, Ecuador, Nicaragua, Paraguay, and Peru.

 

This regional initiative for inclusive disaster risk management is led by Humanity & Inclusion (HI), in partnership with Save the Children International Peru (SCI) and Cooperazione Internazionale Paraguay (COOPI).

First webinar of the project "Phase 2 - Leave no one behind!: Mainstreaming Disability in Humanitarian Action". The project is funded by the German Federal Foreign Office and led by Handicap International e.V. (HI). It is implemented together with the Christoffel Blindenmission e.V. (CBM) and the Institute for International Law of Peace and Armed Conflict (IFHV) of the Ruhr-University Bochum. The project aims at mainstreaming disability in humanitarian coordination mechanisms, strengthening the capacities of German humanitarian actors and their local partners, and improving data collection on the inclusion of persons with disabilities.

In March 2020, a group of UK-based international NGOs, coordinated by Islamic Relief Worldwide in conjunction with HPG (Humanitarian Policy Group at ODI), hosted a roundtable discussion to identify strategies for using the IASC Guidelines to mainstream disability inclusion within humanitarian interventions. This roundtable learning note summarises the key points of discussion.

 

The objectives of the roundtable included:

  • To identify strategies for using the IASC Guidelines, alongside other resources, to mainstream disability inclusion within the key components of all humanitarian interventions.
  • To share challenges, opportunities and effective approaches for mainstream humanitarian actors to systematically build their internal capacities on inclusion of people with disabilities
  • To discuss opportunities for further collaboration to promote innovation and learning

Published at the same time as the Inter-Agency Standing Committee (IASC) Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action, this report aims to support their uptake and promote learning by example. This report presents 39 short case studies on inclusive practices for persons with disabilities in humanitarian action and disaster risk reduction (DRR). It is designed for humanitarian stakeholders with limited experience of working with and for persons with disabilities, as well as for organizations of persons with disabilities (OPDs) planning to engage in humanitarian action and DRR. The report draws lessons from field practices, but does not provide technical guidance. The IASC Guidelines are the reference document to seek in-depth theoretical and technical information

 

The case studies focus on:

  • Inclusive disaster risk reduction and preparedness
  • Collecting and using disability disaggregated data for assessments and programming.
  • Participation of persons with disabilities and their representative organizations in humanitarian response and recovery
  • Removing barriers to access humanitarian assistance and protection.
  • Influencing coordination mechanisms and resource mobilization to be inclusive

 

The evidence presented in this report was identified in 2017-2018 through a desk review of publicly available reports and internal documents on projects implemented by CBM, HI and IDA members, as well as their partners and affiliate members. Field visits to Lebanon, Jordan, Kenya, Nepal, and the Philippines conducted in 2018 also informed the case-study collection and documentation

IASC Guidelines, Inclusion of persons with disabilities in humanitarian action

The guidelines set out essential actions that humanitarian actors must take in order to effectively identify and respond to the needs and rights of persons with disabilities who are most at risk of being left behind in humanitarian settings.

The recommended actions in each chapter place persons with disabilities at the centre of humanitarian action, both as actors and as members of affected populations. They are specific to persons with disabilities and to the context of humanitarian action and build on existing and more general standards and guidelines.

These are the first humanitarian guidelines to be developed with and by persons with disabilities and their representative organizations in association with traditional humanitarian stakeholders. Based on the outcomes of a comprehensive global and regional multi-stakeholder consultation process, they are designed to promote the implementation of quality humanitarian programmes in all contexts and across all regions, and to establish and increase both the inclusion of persons with disabilities and their meaningful participation in all decisions that concern them.

This guidance provides support to seven UN entities on how to strengthen inclusion of disability in Humanitarian Response Plans (HRPs) as part of the UK Department for International Development (DFID) Humanitarian Investment Program. The aim of this work is to make humanitarian programming more responsive to the needs of people with disabilities affected by crisis. Humanitarian Response Plans are the product of a strategic planning process that is informed by humanitarian needs assessment activities. Therefore, this guidance focuses primarily on the steps in the humanitarian program cycle (HPC) leading to the HRP, including the process of developing the Humanitarian Needs Overview (HNO). This guidance has been aligned to the 2019 revision of this process

This research paper focuses on two key topics in the disaster science field: pre-disaster risk reduction planning and post-disaster emergency response activities. It is based on experiences from disaster risk reduction projects in Bulilima and Mangwe districts in southern Zimbabwe between 2006 and 2014. A qualitative research methodology was employed, and data were collected using in-depth personal interviews, observations and focus group discussions. Both able-bodied people and people living with disabilities (PWDs) were part of the study.

This guidebook was produced to build the capacity of Communities of Practice members on inclusive Disaster Risk Reduction (DRR). IIRR and Give2Asia hope that this guidebook will help CBOs in Asia make their disaster preparedness programs more inclusive and sensitive to the needs of vulnerable groups in communities.

There are 3 parts:

This guidebook aims to:

1. Enable partner CBOs to delve into strategic planning, approaches and tools on Inclusive DRR;

2. Provide alternative learning avenues for sectors to shift paradigm: from looking at excluded groups as “the recipient, or an object” into a more equitable gender-fair and humane categorization, such as intervenors or pro-actors;

3. Provide samples of standard platforms and protocols on inclusive disaster risk assessment, structural framework, gender-mainstreaming and paralegal support systems

4. Develop a community of learning (COL) in sharing inclusion on rights, advocacy, livelihoods, and entitlements

Minimum standards for protection, gender and inclusion in emergencies

The International Federation of Red Cross and Red Crescent Societies (IFRC) Minimum standards for protection, gender and inclusion in emergencies (2018) is in its second edition. The first pilot version of the IFRC Minimum standard commitments to gender and diversity in emergency programming was published in 2015. The pilot version has been tested globally by Red Cross and Red Crescent staff, volunteers and management in low-, medium- and high-scale disasters and humanitarian crises. This edition is the result of three years of testing, revision and feedback from protection, gender and inclusion (PGI) and sectoral specialists. New chapters, such as cash-based interventions, have been added as well as a stronger focus on sexual and gender-based violence and disability inclusion to align with the commitments of the IFRC and its member National Societies. This edition is accompanied by the IFRC Protection, gender and inclusion in emergencies toolkit (2018–2019).

This guidance presents Red Cross and Red Crescent staff, members and volunteers with a set of minimum standards for protection, gender and inclusion (PGI) in emergencies. It aims to ensure that the emergency programming of the International Federation of Red Cross and Red Crescent Societies (IFRC) and National Societies provides dignity, access, participation and safety for all people affected by disasters and crises.

It provides practical guidance on how to mainstream these four principles in all sectors, based on a consideration of gender, age, disability and other diversity factors. This includes limiting people’s exposure to the risks of violence and abuse and ensuring that emergency programmes “do no harm”.

The standards address protection, gender and inclusion concerns by providing practical ways to engage with all members of the community, respond to their differing needs and draw on their capacities in the most non-discriminatory and effective way. This helps to ensure that local perspectives guide assistance delivery. The standards also support incorporation of the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.

Saving lives and leaving no one behind - The Gaibandha Model for disability-inclusive disaster risk reduction

"The Gaibandha Model" good practices guide outlines a framework for successful disability-inclusive disaster risk reduction programming. It is based on the experience of CBM and its partners in implementing community-based disaster risk reduction programs in some of the most flood-affected communities in Bangladesh. The model puts people with disabilities at the center of disaster risk reduction. They are the agents for change, working with the community to improve local systems of disaster prevention, preparedness and response to become more accessible and inclusive.

This report presents the results of comprehensive review of the state of practice in disability-inclusive Disaster risk management (DRM) undertaken by GFDRR (Global Facility for Disaster Reduction and Recovery). The report is intended to help World Bank staff incorporate persons with disabilities and a disability perspective into their ongoing DRM work. The report will also be of interest to other development actors and stakeholders working on DRM.

The Pacific Disability Forum (PDF), in partnership with the Inter-Agency Standing Committee (IASC) Task Team on Inclusion of Persons with Disabilities in Humanitarian Action and the International Disability Alliance (co-chair of the Task Team), held a regional multi-stakeholder consultation for the Pacific in Nadi, Fiji from 24 – 25 January 2018.

The workshop was the first in a series of regional consultations which will support the development of the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action (“the Guidelines”). 

The Guidelines will assist humanitarian actors, governments, affected communities and organizations of persons with disabilities to coordinate, plan, implement, monitor and evaluate essential actions that foster the effectiveness, appropriateness and efficiency of humanitarian action, resulting in the full and effective participation and inclusion of persons with disabilities and changing practice across all sectors and in all phases of humanitarian action.

"The purpose of Including Children with Disabilities in Humanitarian Action is to strengthen the inclusion of children and women with disabilities, and their families, in emergency preparedness, response and early recovery, and recovery and reconstruction. This series of booklets provides insight into the situation of children with disabilities in humanitarian contexts, highlights the ways in which they are excluded from humanitarian action, and offers practical actions and tips to better include children and adolescents with disabilities in all stages of humanitarian action. The booklets were created in response to UNICEF colleagues in the field expressing a need for a practical resource to guide their work. The information and recommendations are based on evidence and good practices gathered from literature and field staff experiences. The six booklets on how to include children and adolescents with disabilities in humanitarian programmes are as follows: 1) general guidance; 2) child protection; 3) education; 4) health and HIV/AIDS; 5) nutrition; 6) water, sanitation and hygiene (WASH)".

Are national voluntary reviews promoting awareness and inclusion? : Perceptions survey on civil society and stakeholder engagement in voluntary national reviews and the implementation of the 2030 Agenda

"For the second year, Together 2030 has carried out a survey to collect evidence on stakeholder awareness of, and participation in, national planning and review around the 2030 Agenda. In 2017, the survey was conducted in partnership with the Newcastle University. The survey received 461 responses from a range of stakeholders, including national, regional and global organisations. This perceptions survey asked 20 questions in total (though not all questions were directed to all respondents). It was issued in three languages: English, Spanish and French, and was shared broadly with civil society and stakeholder mailing lists and via social media from March 3 to March 24 2017."

This report addresses two key questions about people’s participation in the 2030 agenda for sustainable development:

  • How extensive is stakeholder awareness of, and participation in, the process of country Voluntary National Reviews which are a central component of the High Level Political Forum
  • How aware and engaged is civil society and stakeholders across the world in national level planning and review of the SDGs?

This report presents statistical, survey-based evidence that helps to address these two questions.
