This paper sets out DFID's Information and Communcation Directorate's understanding of the role of communication in HIV programming. It is intended primarily as a resource for DFID staff; but presents a holistic and engaging framework for HIV communication which will be useful beyond, as well as within, DFID. The paper encourages a shift away from often inappropriate programme targets of individual behaviour change, and toward community participation, access to education, information and dialogue -- processes which acknowledge and harness local community resources and capacities. It also promotes integrated communication around prevention, treatment and care

The role and effectiveness of disability legislation in South Africa

This report explores how South African legislation protects the rights of people with disabilities. Government policies have the potential to address key issues such as access to employment, poverty alleviation, access to education and social services and better housing. The report findings show that while the South African government has been active in creating well-designed policies, their implementation has been less successful, due to a lack of funded strategies, resources and capacity. The study discusses in some detail each policy, including the Skills Development Act (SDA) and the Promotion of Equality and Prevention of Unfair Discrimination Act (2000)

Up-scaling pro-poor ICT policies and practices

This paper is the result of a literature review and discussions during a two-day workshop. It examines how ICT can make a difference in reducing poverty and reaching the MDGs. This potential contrasts, however, with the relatively modest pro-poor ICT implementation level. It asks what key barriers impede the implementation of declarations, and how can we multiply, upscale and replicate successful pilot projects. This study idenfies four "basic requirements" for successful up-scaling of poverty reduction through ICTs: an enabling ICT policy environment; a high priority assigned to ICT for poverty reduction; appropriate technology choices; and mobilisation of additional public and private resources

It includes tools such as worksheets, budget templates, survey instruments, data and software produced by a variety of organisations working on these issues. APDIME stands for the stages in the programming cycle: Assessment, Planning, Design, Implementation monitoring, and Evaluation
