Education Cannot Wait reaffirmed itself as the global fund for education in emergencies and protracted crisis in 2019, building a global movement with strategic partners to provide children and youth caught in armed conflicts, forced displacement, climate change-induced disasters and protracted crises with the safety, hope and opportunity of an education.

Working with our broad range of partners, ECW had active grants in 29 crisis-affected countries in 2019. This report captures the results delivered through these investments to support inclusive and equitable quality education for the millions of girls and boys caught in humanitarian crises.

In 2019, ECW reached 10,473 children with disabilities, bringing the number of children with disabilities reached since the Fund’s inception to about 23,600. A short case study is provided about inclusive education for children with disabilities in Uganda

The guidelines set out essential actions that humanitarian actors must take in order to effectively identify and respond to the needs and rights of persons with disabilities who are most at risk of being left behind in humanitarian settings. The recommended actions in each chapter place persons with disabilities at the centre of humanitarian action, both as actors and as members of affected populations. They are specific to persons with disabilities and to the context of humanitarian action and build on existing and more general standards and guidelines. These are the first humanitarian guidelines to be developed with and by persons with disabilities and their representative organizations in association with traditional humanitarian stakeholders. Based on the outcomes of a comprehensive global and regional multi-stakeholder consultation process, they are designed to promote the implementation of quality humanitarian programmes in all contexts and across all regions, and to establish and increase both the inclusion of persons with disabilities and their meaningful participation in all decisions that concern them.

Children with disabilities in situations of armed conflict - a discussion paper

During armed conflict, children with disabilities are caught in a vicious cycle of violence, social polarization, deteriorating services and deepening poverty. Global estimates suggest there are between 93 million and 150 million children with disabilities under the age of 15.Given that disability is often not reported due to stigma there is reason to believe actual prevalence could be much higher. Although efforts to ensure the fulfilment of their rights have improved, girls and boys with disabilities continue to remain among the most marginalized and excluded segment of the population. This is amplified during situations of armed conflict. The barriers to full participation they face on a day-to-day basis are intensified and compounded when infrastructure is destroyed, and services and systems are compromised and made inaccessible. This results in the further exclusion and marginalization of children with disabilities, and prevents them from accessing schooling, health and psychosocial support, or a means of escape from conflict.

 

When systems and services break down, children are also left more susceptible to violence. Injuries sustained by many children during armed conflict may also lead to long-term impairments. There are six grave violations of children’s rights and protection in armed conflict that are on the agenda of the United Nations (UN) Security Council; killing and maiming, recruitment and use of children, rape or other sexual violence, abduction, attacks on schools or hospitals, and denial of humanitarian access. Governments around the world have committed themselves to respect, promote, and fulfil the rights of children with disabilities, including in situations of armed conflict, and progress is being made. Efforts by a broad range of actors to implement the CRPD, CRC and other human rights instruments include the development of standards to address the rights and needs of persons with disabilities in humanitarian crises, and guidance on making humanitarian response, development and peacebuilding more inclusive. Efforts to improve the collection and use of data concerning children and adults with disabilities are also underway. Yet, as this discussion paper makes clear, much more needs to be done. Investments in disability-inclusive humanitarian action and recovery from crises will pay off, contributing towards a dividend of peace built on greater equality, tolerance and justice. 

Saving lives and leaving no one behind - The Gaibandha Model for disability-inclusive disaster risk reduction

"The Gaibandha Model" good practices guide outlines a framework for successful disability-inclusive disaster risk reduction programming. It is based on the experience of CBM and its partners in implementing community-based disaster risk reduction programs in some of the most flood-affected communities in Bangladesh. The model puts people with disabilities at the center of disaster risk reduction. They are the agents for change, working with the community to improve local systems of disaster prevention, preparedness and response to become more accessible and inclusive.

The Pacific Disability Forum (PDF), in partnership with the Inter-Agency Standing Committee (IASC) Task Team on Inclusion of Persons with Disabilities in Humanitarian Action and the International Disability Alliance (co-chair of the Task Team), held a regional multi-stakeholder consultation for the Pacific in Nadi, Fiji from 24 – 25 January 2018.

The workshop was the first in a series of regional consultations which will support the development of the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action (“the Guidelines”). 

The Guidelines will assist humanitarian actors, governments, affected communities and organizations of persons with disabilities to coordinate, plan, implement, monitor and evaluate essential actions that foster the effectiveness, appropriateness and efficiency of humanitarian action, resulting in the full and effective participation and inclusion of persons with disabilities and changing practice across all sectors and in all phases of humanitarian action.

"The purpose of Including Children with Disabilities in Humanitarian Action is to strengthen the inclusion of children and women with disabilities, and their families, in emergency preparedness, response and early recovery, and recovery and reconstruction. This series of booklets provides insight into the situation of children with disabilities in humanitarian contexts, highlights the ways in which they are excluded from humanitarian action, and offers practical actions and tips to better include children and adolescents with disabilities in all stages of humanitarian action. The booklets were created in response to UNICEF colleagues in the field expressing a need for a practical resource to guide their work. The information and recommendations are based on evidence and good practices gathered from literature and field staff experiences. The six booklets on how to include children and adolescents with disabilities in humanitarian programmes are as follows: 1) general guidance; 2) child protection; 3) education; 4) health and HIV/AIDS; 5) nutrition; 6) water, sanitation and hygiene (WASH)".

Asia Education Summit on Flexible Learning Strategies for Out-of-School Children

The Asia Education Summit on Flexible Learning Strategies for Out-of-School Children (24-26 February 2016) brought more than 550 education and learning colleagues from across the Asian Region and world to Bangkok, Thailand. The Summit welcomed 121 speakers and over 100 government officials. More than two-thirds of the Summit’s participants were NGO representatives and educators in the region who were, and currently are working “on the ground” in efforts with and for out-of-school children (OOSC).  This report aims to highlight and give voice to the unique innovative initiatives and flexible learning strategies shared during the course of this three-day summit. Each presentation summary in this report is intended to stand alone, while contributing to the collaborative nature and understanding of the innovations and FLS for OOSC presented. Inclusive education : what, why, and how : a handbook for programm implementers

This handbook has been developed specifically for Save the Children programme staff, implementing partners, and practitioners supporting education programmes in any context – development, emergency, or protracted crisis. The Inclusive Education Working Group​ (IEWG) recognized that inclusive education begins with the work being done by education staff in the field, and designed this handbook specifically with them in mind. Guidance has also been structured along the project cycle, so that it may be useful to programmes regardless of their current stage of implementation. This handbook is designed to provide guidance through the different attitudes and barriers that could be causing educational exclusion, as well as to identify key strategies to address them. The project steps are situational analysis, programme design, implementation design, implementation and monitoring, and evaluation and lessons learnt. Case studies presented include: community-based EMIS in Tajikistan; designing for gender equality in Sierra Leone; probing questions lead to deeper analysis and improved programmes (in Uganda); education in emergencies (in Syria); school self-evaluation in Lao PDR. Background paper for the Oslo Summit on Education for Development July 7th, 2015. This paper covers the four topics of the Oslo Summit: investment in education, quality of learning, education in emergencies and girls’ education. The inclusion of children with disabilities is a moral issue as well as an economic and social issue: the costs of exclusion are significant for both for the individual and for society. Disability inclusion should be mainstreamed in all policies and plans. Accessibility standards should be implemented and supported by international development cooperation. Currently, 1/3 of the 58 million out of school children are children with disabilities. Planning and budgeting by national governments and development partners needs to include children with disabilities. There is an immediate need for inclusive reporting and monitoring, for applying disability specific education indicators as well as a need for systematic collection of disaggregated data on disability, age and gender. Keys to achieving quality disability inclusive education include: requiring minimum standards of accessibility for all schools, including in emergency settings; investment in teacher training; ensuring that learning materials/resources are available in accessible formats and are easily adaptable; investment in assistive technology and devices; ensuring participation of Disabled People’s Organisations in education planning and monitoring.

The purpose of these Guidelines is to assist humanitarian actors and communities affected by armed conflict, natural disasters and other humanitarian emergencies to coordinate, plan, implement, monitor and evaluate essential actions for the prevention and mitigation of gender-based violence (GBV) across all sectors of humanitarian response. Part One presents an overview of GBV, provides an explanation for why GBV is a protection concern for all humanitarian actors and outlines recommendations for ensuring implementation of the Guidelines. Part Two provides a background to the ‘thematic areas’ in Part Three. It also introduces the guiding principles and approaches that are the foundation for all planning and implementation of GBV-related programming. Part Three constitutes the bulk of these Guidelines. It provides specific guidance, organized into thirteen thematic area sections: camp coordination and camp management; child protection; education; food security and agriculture; health; housing, land and property; humanitarian mine action; livelihoods; nutrition; protection; shelter, settlement and recovery; water, sanitation and hygiene; humanitarian operations support sectors. The importance of cross-sectoral coordination is highlighted in each section. It is also recommended that sector actors review the content of all thematic area sections. The Guidelines draw from many tools, standards, background materials and other resources developed by the United Nations, national and international non-governmental organizations, and academic sources. In each thematic area there is a list of resources specific to that area, and additional GBV-related resources are provided in Annex 1. The importance of indicators being disaggregated by sex, age, disability and other vulnerability factors is highlighted throughout.

This Handbook has been produced by the global Gender-based Violence (GBV) Area of Responsibility Working Group as a quick reference tool for all individuals and agencies involved in GBV programming and coordination in humanitarian/emergency settings. The handbook contains practical guidance on leadership roles, key responsibilities and specific actions to be taken when establishing and maintaining a GBV coordination mechanisms in a humanitarian setting. The focus is primarily on work that should be done to scale up coordination from the onset of an emergency (both conflict and natural disasters) but is also relevant to contingency planning and post-emergency stabilization phases
