This report presents the proceedings, discussions and presentations from a joint conference organised by Leonard Cheshire Disability and UNESCAP. The conference reviewed the international and regional mandates on disability and aid effectiveness, identified challenges and good practices in measuring the impact and quality of disability-inclusive development, and identified ways to implement disability-inclusive development effectively on the ground and at policy level. This OECD report “draws on four decades of documented experience provided by both bilateral and multilateral donors, as well as academic specialists, to help policy makers and practitioners think through effective approaches to capacity development and what challenges remain in the drive to boost country capacity. The analysis is underpinned by a conceptual framework which guides practitioners to view capacity development at three interrelated levels: individual, organisational and the enabling environment. It provides insights into what capacity development is, why it matters and, more importantly, what can be done to support it”

This paper argues that recipient countries/organisations do not readily assume ownership of project evaluations, and that they often see them as a burden rather than as a useful tool. The changing context of development cooperation, with a growing share of aid transfers being channelled through multi-donor budget and sector support programmes rather than through single-donor projects, is also raising challenges to the conventional practice of evaluation. The relevance of assessing achieved results compared to the originally stated goals of these programmes is being questioned by some of their managers. This paper suggests that strengthening the partnership around the evaluation would make it more relevant and would increase its impact

Evaluations are perceived as learning opportunities and this document looks at some key ideas around how to improve the internalisation of evaluation results at different levels. Explores the relationship between learning and evaluation on three levels: in development policy and programming, in organisations, and in society at large. Considers the various different purposes of evaluation, what is meant by 'learning', and who should be learning. Describes some lessons around creating the conditions for effective learning, evaluation policy and practice, evaluators and professionalism, the need for further research and the value of south-south and south-north exchange.
The paper draws on a workshop called 'How can we learn from what we do? Evaluation and evidence-based communications for development'. There are questions raised within an institutional setting around who should learn, why should they learn and how should they set about it?
