Disability inclusion in the United Nations system - Report of the Secretary General

When launching the Strategy in June 2019, the Secretary-General stated that the United Nations would lead by example and raise its standards and performance on disability inclusion across all pillars of its work, from Headquarters to the field. The present report outlines the first steps on the path to achieving transformative and lasting change for persons with disabilities across the United Nations system

 

The report is organized into seven sections. Following the introduction, an overview of the advances made in the United Nations on disability inclusion, including the adoption of the Strategy, is provided in section II; the first year of implementation of the Strategy at the entity and country levels is reported on in section III; coronavirus disease (COVID-19) response and recovery efforts are the focus of section IV; the overarching actions for implementation of the Strategy are considered in section V; challenges and opportunities are highlighted in section VI; and the conclusion and recommendations for consideration by the General Assembly are contained in section VII. The report provides an analysis of information from 57 United Nations entities1 that reported under the Strategy ’s entity accountability framework and seven United Nations country teams that completed the accountability scorecard on disability inclusion as part of a targeted roll-out.

Inclusion of persons with disabilities in European Union development cooperation mechanisms. A preliminary study of calls for proposals in geographic and thematic instruments

The overall objective of this study is to assess the EU’s contribution to the promotion of the rights of persons with disabilities in development cooperation programmes and projects funded by the Development Cooperation Instrument (DCI) and the European Development Fund (EDF) during the 2014-2020 Multiannual Financial Framework.

The specific objectives of the study are:

  • To raise awareness and identify opportunities and recommendations that can support the EU and its Member States, civil society and other actors in meeting their obligations under the CRPD
  • To review key development policies and strategies of the EU and their commitments to implementing the CRPD
  • To review the inclusion and participation of persons with disabilities in call for proposals in regional programmes (Latin America, African/Caribbean/Pacific and Asia/South Asia) and the thematic programme of Non-State Actors and Civil Society between 2014-2018 in the DCI and the EDF
  • To get a better understanding of opportunities and challenges on mainstreaming disability at EU Delegation implementation level.

Contextualisation will be provided through meeting with implementing partners of a selected number of calls for proposals and discuss with EU Delegation staff in four countries covered by the project Bridging the Gap-II: Ecuador, Ethiopia, Paraguay and Sudan

Summary of Iraq national report on Sustainable Development Goals & the CRPD

This report was prepared by a team composed of disabilities experts, academics, representatives of disabilities organizations and other concerned organizations, and volunteers with disabilities. A common methodology was developed with friendly organizations and associations operating in the Kurdistan Region, in accordance with the UN Convention and sustainable development goals, as follows

 

1- Forming a steering committee consist of the Iraqi gathering of Iraqi Disabled Organizations (IGDO) and other relevant organizations

2- Reviewing national legislations, laws, regulations and strategies related directly and indirectly to the rights of persons with disabilities and their compatibility with the Convention on the Rights of Persons with Disabilities.

3- Making sure that the report addresses all types of disabilities and covers all services, activities and areas without exception.

4- Making all the required efforts to insure that monitoring process includes positive and negative records concerning rights realization and sustainability.

5- Conducting a field survey of all activities of organizations of persons with disabilities.

6- Identifying gaps related to the rights of persons with disabilities.

7- Organizing a number of focus groups for different types of disabilities.

8- Providing the database of (IGDO) with data and information on persons with disabilities.

9- Conducting field visits to institutions and centers working in the area of disabilities.

10 - Making Interviews with experts, activists, representatives of governmental and international institutions and civil society organizations working in the field of disabilities in Iraq.

 

Research was carried out into progress in relation to eight of the SDGs (1, 3, 4, 5, 8, 11, 16 and 17)

Diagnostic study on Disabled Peoples’ Organisations and National Union of Organisations of the Disabled in Liberia

A diagnostic study was carried out by a consultant to the DASU project in collaboration with the national umbrella organisation “National Union of Organizations of the
Disabled” (NUOD) to assess the institutional capacities of Disabled Peoples’ Organizations (DPOs) in Liberia. The study involved DPOs from the national capital Monrovia and in three counties – Bong, Grand Gedeh and Nimba.
The study included an initial Desk Review, collection of case studies from the field and visits to the counties to meet the county DPOs. Following these, a workshop was organised
in Monrovia in which representatives of NUOD and the concerned DPOs took part. The workshop looked at the strengths and challenges faced by NUOD and DPOs, focusing on the skills needed for stronger and active DPO leadership.

Measuring disability using the Washington Group questions

The Washington Group was set up by the United Nations Statistical Commission. It works with countries to produce better information about people with disabilities. The Washington Group has developed useful questions for countries to use to help find out whether a person has a disability, and to help collect data and information on what the differences are between people with disabilities and people without disabilities.

This publication provides governments, civil society and the donor community the requisite tools and knowledge to promote the participation of persons with disabilities in elections and political processes.

It draws on international standards, such as the United Nations Convention on the Rights of Persons with Disabilities, and presents four mutually reinforcing strategies to increase the political participation of persons with disabilities: Empower persons with disabilities and disabled persons' organizations (DPOs) through trainings on technical elections issues as well as organizational and advocacy skills; Support government institutions such as election management bodies and legislatures to create inclusive and accessible legal and regulatory frameworks; Include DPOs in broad-based civil society coalitions, such as election monitoring groups; Assist political parties to conduct meaningful outreach and encourage inclusion of persons with disabilities in leadership positions and as candidates. Good practices from around the world are highlighted throughout the manual.
