The purpose was to reflect and debate the problems and inequities related to research on health. The booklet describes the themes that were raised, the ideas that emerged, and challenges. It includes a 'declaration' with recommendations for governments, researchers and training institutions

The evolving capacities of the child

The Convention on the Rights of the Child introduces for the first time in an international human rights treaty, the concept of the 'evolving capacities' of the child. This principle has been described as a new principle of interpretation in international law, recognising that, as children acquire enhanced competencies, there is a diminishing need for protection and a greater capacity to take responsibility for decisions affecting their lives. The Convention allows for the recognition that children in different environments and cultures, and faced with diverse life experiences, will acquire competencies at different ages. Action is needed in law, policy and practice so that the contributions children make and the capacities they hold are acknowledged. The purpose of the study is to open the discussion and promote debate to achieve a better understanding of how children can be protected, in accordance with their evolving capacities, and also provided with opportunities to participate in the fulfillment of their rights. This report argues that a comprehensive HIV/AIDS strategy linking prevention, treatment, care and support for people living with the virus could save the lives of millions of people in poor and middle-income countries. At present, almost six million people in developing countries need treatment, but only about 400 000 of them received it in 2003. The World Health Report 2004 argues that a treatment gap of such dimensions is indefensible and that narrowing it is both an ethical obligation and a public health necessity. In September 2003 WHO, UNAIDS and the Global Fund to Fight AIDS, Tuberculosis and Malaria and their partners launched an effort to provide three million people in developing countries with antiretroviral therapy (ART) by end 2005 - the 3 by 5 initiative. This World Health Report shows how a partnership linking international organizations, national governments, the private sector and communities is working simultaneously to expand access to HIV/AIDS treatment, reinforce HIV prevention and strengthen health systems in some of the countries where they are currently weakest

In 1994 the ILO, WHO and UNESCO published the first version of this joint position paper. Since then progress has been made in several fields. Nevertheless many disabled people are still not reached or included in the fields of rehabilitation, employment or education - particularly disabled women, people with mental health problems or HIV/AIDS and poor disabled people.
This paper underlines that community-based rehabilitation is a strategy promoting multi-sectoral collaboration to reach different community groups. CBR has to be based on the principles of equal opportunities, participation and human rights.

Mobilising the community : a PILLARS guide

This guide looks at an example of community mobilisation that is based on using outside facilitators and workshops. However, recognising that resources to employ external facilitators and run such workshops may not be available, it takes the basis of the mobilisation process and shares it in a way that will help a well-organised and motivated group to use the process without outside help. It looks at participatory methodologies that can be used to focus on key community issues, how to gather information, presenting information and planning the action. It will be helpful to small groups or NGOs seeking to bring changes that benefit local people

This paper brings together some presentations, key issues and recommendations emerged during the discussion in a side event organised by IFAD at the WSIS. The paper calls for greater emphasis on communication rather than on technology, and on the process and content rather than on access and machines. Effective ICT deployment must satisfy the need for ownership, local content, language, culture and appropriateness of technology used. Crucially, communication initiatives should aim at strengthening the capacities of rural people to participate in policy processes

Hepatitis B vaccine introduction : lessons learned in advocacy, communication, and training

Hepatitis B is especially dangerous for infants, since they may carry the infection for the rest of their lives without knowing it. Chronic carriers can infect others and are at risk of serious liver disease in later life. However, the hepatitis B vaccine, if provided, helps protect infants against these problems. The vaccine's introduction to developing countries only began in the late 1980s, but many countries still cannot afford to administer the vaccine to all children. This paper summarises the lessons learned about effective advocacy with decision makers, communication with parents and caretakers, and training health staff regarding hepatitis B, gained from over ten years of experience introducing hepatitis B vaccine worldwide.
