Inclusion of persons with disabilities in European Union development cooperation mechanisms. A preliminary study of calls for proposals in geographic and thematic instruments

The overall objective of this study is to assess the EU’s contribution to the promotion of the rights of persons with disabilities in development cooperation programmes and projects funded by the Development Cooperation Instrument (DCI) and the European Development Fund (EDF) during the 2014-2020 Multiannual Financial Framework.

The specific objectives of the study are:

  • To raise awareness and identify opportunities and recommendations that can support the EU and its Member States, civil society and other actors in meeting their obligations under the CRPD
  • To review key development policies and strategies of the EU and their commitments to implementing the CRPD
  • To review the inclusion and participation of persons with disabilities in call for proposals in regional programmes (Latin America, African/Caribbean/Pacific and Asia/South Asia) and the thematic programme of Non-State Actors and Civil Society between 2014-2018 in the DCI and the EDF
  • To get a better understanding of opportunities and challenges on mainstreaming disability at EU Delegation implementation level.

Contextualisation will be provided through meeting with implementing partners of a selected number of calls for proposals and discuss with EU Delegation staff in four countries covered by the project Bridging the Gap-II: Ecuador, Ethiopia, Paraguay and Sudan

Global Report on the participation of organisations of persons with disabilities (DPOs) in VNR Processes

Within the Stakeholder Group of Persons with Disabilities, a working group was created on the Voluntary National Reviews (VNRs) aimed at raising awareness among Organisations of Persons with Disabilities (DPOs) to engage with their governments in the national consultation processes on SDG implementation, with particular focus on the 2017 44 volunteering countries. The VNR working group are compiling an outcome document reflecting the work that DPOs carried out at the national, regional and global levels. A comprehensive report – called the Global Report on DPO Participation in VNR Processes – will be issued in draft form prior to the HLPF and will be updated afterward with concrete findings. 

The report will showcase the national level DPO work carried out in different regions as well as best practices and challenges, and will serve as a case study for Member States. It will additionally be useful for DPOs as a model to engage with their government. The case study will feature the volunteering countries of Denmark, Italy, Sweden, Nigeria, Togo, Kenya, Ethiopia, Argentina, El Salvador, Peru, Guatemala, Indonesia, Bangladesh, India and Jordan.

This report is part of a comprehensive project to develop international systems and methodologies for monitoring the human rights of people with disabilities. It represents the second phase of the Disability Rights Promotion International (DRPI) project, the specific aim of which, is to develop capacity building tools and resources to enable people with disabilities to effectively monitor systems, individual experiences and media. This work would be useful to anyone with an interest in human rights, disability and development and the implementation of the UN Convention on the Rights of Persons with Disabilities
