It analyses thematic issues such as consulting with affected people, assessing needs, mapping risks and sharing information. It looks at the role of both local and international media, and the impact of information and communication technology on humanitarian relief. The report calls on agencies to focus less on gathering information for their own needs and more on exchanging information with the people they seek to support
