The World Blind Union (WBU) and CBM Global Disability Inclusion have developed Accessibility GO! A Guide to Action. The guide provides practical support on how to deliver a wholistic organisational approach towards accessibility. It describes how to progressively achieve seven core accessibility commitments across built environments, information and communications, procurement of goods and services, training and capacity development, programmes, meetings and events, recruitment, and human resource (HR) management. The guide offers pathways to progressively realise accessibility in various contexts and organisations; recognising that users of the guide will be diverse.

“Disability Is Not Weakness” Discrimination and barriers facing women and girls with disabilities in Afghanistan

Everyday barriers that Afghan women and girls with disabilities face are described.  Decades of conflict have decimated government institutions and development efforts have failed to reach many communities most in need. Obtaining access to health care, education, and employment, along with other basic rights, is particularly difficult for Afghan women and girls with disabilities, who face both gender discrimination and stigma and barriers associated with their disability.

 

This report is based primarily on research by Human Rights Watch researchers from April 2018 through January 2020 in Kabul, Mazar-e Sharif, and Herat, Afghanistan. 23 interviews with women with disabilities and 3 interviews with family members of women and girls with disabilities were conducted. 14 healthcare and education professionals were interviewed, including representatives from the United Nations and international and local nongovernmental organizations providing services to persons with disabilities in Afghanistan

The ASEAN Hometown Improvement Project, aimed to tackle challenges emerging from urbanization and the rise of the ageing population in the ASEAN region by attempting timely and relevant improvements to disability inclusive ‘hometowns’. 

 

Three approaches were utilized:

1) Promotion of an inclusive business through capacity building of persons with disabilities

2) Promotion of accessibility features in the community and other public places, as well as to information, communication, and transportation

3) Promotion of cooperation with government sector via discussions to find solutions to improve the livelihood of persons with disabilities

Inclusive urban mobility and getting to work safely in developing countries

The lack of safe and accessible roads in many cities in developing countries impacts negatively on employment opportunities for persons with disabilities. Between 20 to 50 million people worldwide suffer non-fatal injuries in road crashes every year; around 1.25 million are killed. Unsafe roads also represent a major factor of social exclusion, especially for ‘vulnerable road users’. These include notably pedestrians, persons with disabilities, cyclists and children. They represent 46% of road casualties. Persons with disabilities are at higher risk of sustaining injuries from road crashes.

 

In this thematic brief, the importance of inclusive urban planning is emphasised. Urban mobility and road safety challenges discussed include: safe crossing points over roads; signage and information; collective transport (particularly buses); accessing buildings such as offices or retail and driving with a disability.

 

Case histories provided are: Accessible transport as part of an inclusive jobs program in Senegal; and Modified vehicles and driving licenses for drivers with disabilities in Vietnam

 

Recommendations for improvements in policies and actions are given under the headings: 

1. Strengthening the policy and financial framework for safe and inclusive mobility action, based on evidence and through participative processes

2. Removing the barriers to safe and accessible mobility, focusing on: the built environment; transport and vehicles; people

Malezi AIDS Care Awareness Organization (MACAO) is a non-profit organization reaching out to neglected Indigenous people in Ngorongoro District, Arusha Region of Northern Tanzania.  Macao founded in 2003, Macao is a humanitarian organization that provides assistance to approximately 200,000 Indigenous Maasai community in Ngorongoro district for addressing needs of water and sanitation, food security, health Care Research, Education, Research environment, Maasai Traditional Research, Human Rights and sustainable economic development by strengthening their livelihoods.  In addition to responding to major relief situations, MACAO focuses on long-term community development through over 4 Area Development Project. Accessibility for persons with mobility impairments within an informal trading site: A case study on the markets of Warwick, South Africa

Background: There are a number of informal trading sites across cities in sub-Saharan Africa,of which the markets of Warwick is one example. Since the informal economy is an important contributor to a city’s economy as well as a source of employment, it is important for these sites to be accessible for all persons. Whilst the South African government has put structures in place to identify and remove environmental barriers in order to meet the individual needs of persons with mobility impairments and improve their quality of life, persons with mobility impairments still face barriers and restricting environments that prevent them from participating in society and its social and economic activities.

 

Objectives: This case study aimed at exploring accessibility within the markets of Warwick for persons with mobility impairments by an ergonomic assessment, augmented by voices of participants within the market.

 

Method: A qualitative, instrumental, single case study design was utilised with purposive sampling of the markets of Warwick as the study setting. Multiple sources of data were gathered, such as semi-structured interviews, direct observations of an environmental survey supported by photographs, and the authors’ review of relevant documents. Transcriptions were analysed using NVivo 10 software programme with inductive coding.

 

Results: Whilst policies have been in place since 1996 to adjust infrastructure, the markets of Warwick still remain inaccessible to persons with mobility impairments and do not meet the standardised infrastructural design.

 

Conclusion: The findings of this study may offer a significant understanding of the complexity of accessibility within an informal trading site and create an awareness of the limitations this has for persons with mobility impairments. Additionally, these findings may assist in effecting a positive change in terms of the infrastructure of the Markets and in continuous advocating for the rights of persons with all disabilities.

Assistive Technologies in a Workplace Environment: Barriers for the Employment of People with Disabilities

Purpose: The employment equity policies and implementation of technology- specific guidelines within the South African ‘Code of Good Practice on the Employment of People with Disabilities’, was created to encourage employment equity for employees with disabilities, by companies in Johannesburg.

 

This study reports on the results of the investigation in assistive technologies in a workplace environment, and barriers for the employment of persons with disabilities in the South African environment.

 

Method: Qualitative data, collected from two retail and service companies in the form of semi-structured individual and focus group interviews, was analysed using a constant comparative method, identifying major themes and sub-themes.

 

Results: A surprisingly small number of persons with disabilities were found to be employed by participating companies, which tended not to focus on these people when formulating their policies and plans. In addition, technological aspects of the Code were largely unacknowledged, with little effort being made to accommodate the needs of persons with disabilities. An even lower incidence of assistive technology usage was found, along with a large number of conceptual and perceived barriers that hinder the employment of persons with disabilities and the implementation of appropriate technology.

Case study : BusyInternet Accra

BI Accra, implemented by BusyInternet International, is an incubator for ICT companies that gives local businesses and the general public affordable and reliable access to ICT. BusyInternet revamped an old two-storey building and created Internet access halls that house 100 flat-screen personal computers and 15 wired offices. The building has a VSAT Internet connection and 1 megabyte of bandwidth -- which costs US$8,000 a month, plus a yearly licence fee to the government of US$2,000 -- a back-up power system, and an internal network. The centre is open 24 hours a day, 7 days a week and gets about 1800 visitors per day. It provides affordable service that makes it sustainable and also offers social services at low or no cost to those visiting the centre for HIV/AIDS and "Internet-for-Beginners" workshops. It's skill building programme on use of ICTs to local people is crucial in enabling people to use ICTs for communication. It is a good case study of private sector enterprise involvement with social and health programmes.

The "budgeting for inclusion" section provides an innovative strategy for ensuring that your organisation has the funds it needs to accommodate people with disabilities in both offices and the projects the organisation supports

Participation and sustainability in social projects : the experience of the local development programme (PRODEL) in Nicaragua

This paper describes the work of the Local Development Programme (PRODEL) in the eight cities in Nicaragua where it provided low-income groups with small grants for infrastructure and community works projects, and loans for housing improvement and micro-enterprises. Donor funds were matched by municipal, community, and household contributions. Between 1994 and 1998 more than 38,000 households benefited and both loan programmes achieved good levels of cost recovery. The paper describes the micro-planning workshops and other methodologies, and explains how local governments and the bank responsible for managing the loans learned to work in a more participatory way, and it outlines the measures taken to ensure that the needs and priorities of women and children were addressed. The paper considers lessons learned in sustaining the initiatives and institutionalising citizen participation in social programmes, and describes how PRODEL's methods have come to be used by central and local governments in other programmes.
