This training manual is to help prepare local government health teams to use evidence-based methods to develop long-term plans to strengthen their Reproductive Health programmes and to actively involve participants in the learning process. There is an insistence on the systematic use of local and national data, statistics, and policies to develop an appropriate response; and a recognition that because local governments in most countries develop plans in the context of competing priorities for a limited budget, plans are only as good as the local government health department’s ability to defend them

Early infant diagnosis of HIV through dried blood spot testing

Until recently the test used to diagnose HIV in babies under one-year has required sophisticated and expensive equipment. A new test has now been developed - dried blood spot testing which can be used to diagnose HIV as early as six weeks after a baby is born and has the advantage of being easy to prepare in a resource-limited setting and shipped to testing facilities without refrigeration. If a baby is given prophylactic antibiotics, such as cotrimoxazole, soon after birth and Antiretroviral Therapy (ART) as soon as is medically indicated, it has a good chance of surviving childhood and living a long, healthy life

This report focuses on a 'Women and girls empowerment' project in Ethiopia, which expands the work of an earlier project to include girls and recognises the need for early intervention. Whereas the first project focused on removing obstacles to women's basic rights - both social and economic - and promoting access to reproductive health and family planning services, freedom from sexual exploitation, violence, forced marriage and other harmful traditional practices, this second project focuses on raising awareness and education among girls and women about reproductive health and family planning, personal rights and an emphasis on education, life skills and leadership development
