States parties have several obligations with regard to assistive technologies under the CRPD under Article 4, including undertaking and promotion of research and development of or new technologies, incorporating information and communications technologies, mobility aids, devices and assistive technologies that are suitable for persons with disabilities. It also prioritizes technologies at an affordable cost. States are also to provide accessible information to persons with disabilities about mobility aids, devices, and assistive technologies, including new technologies, as well as other forms of assistance, support services and facilities. This obligation is further elaborated in other Articles of the Convention, which may explain why the CRPD Committee has not focused observations around assistive technology related to this Article

AT Digest is a quarterly publication curated by the International Disability Alliance with the objective of increasing awareness about the possibilities offered by assistive technology as experienced by its users. Additionally, it aims to disseminate information to a broad spectrum of assistive technology stakeholders, such as present and prospective users, manufacturers, and policymakers. Fellows of IDA and GDI’s Assistive Technology User Fellowship Program are the key creators of this publication, as they share their experiences, highlights from project activities, and author insightful, original articles.

 

This issue of the AT Digest is about CRPD jurisprudence on assistive technology. Fellows have collaboratively authored a substantive article titled Evolution of CRPD jurisprudence on Assistive Technologies through Concluding Observations: An analysis from Global South perspectives by analyzing AT related recommendations from IDA`s compilations of CRPD Committee`s concluding observations.

The COVID-19 pandemic has exacerbated inequalities and barriers to social inclusion for people with disabilities. These experiences of social exclusion have been feltto an even greater extent by women with disabilities and under-represented groups of people with disabilities, leading to a range of effects on the operations and priorities of OPDs. To address a critical gap in the evidence base, the Disability Inclusion Helpdesk carried out a rapid assessment of the role of OPDs during the pandemic, and how the pandemic has affected OPDs’ operations and priorities.

The purpose of this report is to provide an overview of the social protection response and recovery initiatives by countries in the South Asian Region towards people with disabilities from the perspective of DPOs. The region is characterised by a high population with majority of states falling under low and middle-income status, high levels of economic informality, low social protection coverage, intersectional marginalisation due to gender, ethnicity and caste, and a high concentration of migrant population. The COVID-19 crisis has magnified vulnerabilities in the region and furthered the marginalisation of persons with disabilities

In December 2020, IDA coordinated with local and regional partners 4 (four) GDS consultations involving persons with disabilities in Africa, Latin America and Asia. These were the beginning of a series of more than 20 workshops that IDA is planning with partner organizations in different parts of the world, to assess progress made against national commitments adopted in 2018, discuss thematic priorities, and plan events, discussions and training for the run-up to the main GDS event in Oslo.

In total, consultations have been carried in 15 countries with more than 100 participants, reaching 5 (five) underrepresented groups: persons with intellectual & psychosocial disabilities, indigenous persons with disabilities, youth, and women

This new report presents the findings of the first-ever global survey led by OPDs on their participation in decision making processes of governments, the UN system and funding agencies.

The IDA Global Survey is part of a strategy to hold decision-makers accountable for their commitments under Articles 4.3 and 32 of the UN Convention on the Rights of Persons with Disabilities (CRPD). Based on testimonies collected from OPDs in 165 counties, the report assesses the quality, depth, scope and relevance of the OPDs participation in programmes and policies, and offers recommendations for governments, the UN system and funding agencies.

Disability Data advocacy toolkit

This toolkit was created in response to increasing interest and requests from persons with disabilities and their representative organizations from all over the world. The aim of this toolkit is to contribute to the growing global dialogue on the importance of data on persons with disabilities, specifically to provide some basic knowledge on data collection, analysis, and use of data for evidenced based advocacy to influence policy and decision makers. The toolkit discusses the use of the WG questions as best practices to be employed in data collections and disaggregating data by disability.

The document aims to provide persons with disabilities, their representative organisations (OPDs) and other civil society organisations with practical support to analyse and report on the implementation of the rights of persons with disabilities in situations of risk and humanitarian emergencies (Article 11 of the UN Convention on the Rights of Persons with Disabilities – CRPD). It also provides a horizon scanning of legal frameworks applying at international level, and other relevant reporting mechanisms.

 

There are three parts:

  1. An analysis of the legal frameworks guiding inclusive humanitarian action,
  2. A guide on the CRPD State reporting cycle for OPDs and civil society organizations

COVID-19 Disability Rights Monitor

Evidence is emerging that persons with disabilities are being disproportionately affected by the Coronavirus pandemic and emergency measures being taken by governments worldwide. As governments rush to respond to the virus, it is more critical than ever to guarantee that measures taken are fully inclusive of persons with disabilities and prevent human rights violations from taking place.

 

With the endorsements of the United Nations Special Rapporteur on the Right to Health, Mr Dainius Pūras, and the UN Special Rapporteur on the Rights of Persons with Disabilities, Ms Catalina Devandas Aguilar, a coalition of six disability rights organisations is today launching a major international monitoring initiative entitled “COVID-19 Disability Rights Monitor” to conduct rapid independent monitoring of state measures concerning persons with disabilities. The first element of this global initiative is the launch of two surveys requesting official information from governments and requesting the testimonies of persons with disabilities and their representative organisations. The surveys aim to collect information about what states are doing to protect core rights of persons with disabilities including the rights to life, access to health and essential services.

Reaching persons with deafblindness during the Covid-19 pandemic

What an inclusive, equitable, quality education means to us : report of the International Disability Alliance

This report is the result of a process aimed at building a cross-disability consensus on strategic recommendations to commonly advocate for the realisation of the rights of all learners to quality, inclusive education, including all learners with disabilities.

 

Through three technical workshops, which included exchanges with consultants, education sector stakeholders, inclusive education allies in particular the IDDC Inclusive Education Task Group, global, regional and national level OPDs, a consensus position was developed on how to best achieve SDG4 in compliance with UNCRPD Article 24.

 

The report calls for an inclusive education system where all learners with and without disabilities learn together with their peers in schools and classes in their community schools, receiving the support they need in inclusive facilities.

 

Representatives of four IDA members formed the technical task team to guide the initiative and its framing of inclusive and equitable quality education. The four members are Inclusion International, the International Federation of Hard of Hearing People, the World Blind Union and the World Federation of the Deaf. While this report is endorsed by the Alliance as a whole, examples used in this report reflect a perspective on the commonly agreed position as illustrated by the four IDA member organisations who engaged actively in the technical task team.

Published at the same time as the Inter-Agency Standing Committee (IASC) Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action, this report aims to support their uptake and promote learning by example. This report presents 39 short case studies on inclusive practices for persons with disabilities in humanitarian action and disaster risk reduction (DRR). It is designed for humanitarian stakeholders with limited experience of working with and for persons with disabilities, as well as for organizations of persons with disabilities (OPDs) planning to engage in humanitarian action and DRR. The report draws lessons from field practices, but does not provide technical guidance. The IASC Guidelines are the reference document to seek in-depth theoretical and technical information

 

The case studies focus on:

  • Inclusive disaster risk reduction and preparedness
  • Collecting and using disability disaggregated data for assessments and programming.
  • Participation of persons with disabilities and their representative organizations in humanitarian response and recovery
  • Removing barriers to access humanitarian assistance and protection.
  • Influencing coordination mechanisms and resource mobilization to be inclusive

 

The evidence presented in this report was identified in 2017-2018 through a desk review of publicly available reports and internal documents on projects implemented by CBM, HI and IDA members, as well as their partners and affiliate members. Field visits to Lebanon, Jordan, Kenya, Nepal, and the Philippines conducted in 2018 also informed the case-study collection and documentation

Report on the extent to which Rwanda’s implementation of the SDGs complies with its obligations under the CRPD

This report aims to examine the extent to which Rwanda’s activities aimed at achieving the goals and targets set out in the SDGs include and consider people with disabilities and comply with its commitments under the CRPD. 

Information for this report was obtained from two sources: the first source was the available documents including government policies, laws and reports, as well as a variety of other documents and reports from other sources. The second source of information was interviews conducted with people with disabilities from three different regions of the country, namely Musanze district, Nyagatare district, and the city of Kigali.

 

This report focuses on five SDGs which were selected after a series of consultations with people with disabilities and their organisations. These are:

Goal 1: End poverty in all its forms everywhere;
Goal 3: Ensure healthy lives and promote well-being for all at all ages;
Goal 4: Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all;
Goal 5: Achieve gender equality and empower all women and girls;
Goal 8: Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all.
