The 2006 World Development Report focuses on equity and development strategy. It builds on and extends frameworks discussed in the 2004 report. Equity is a potentially important factor affecting both the workings of the investment environment and the empowerment of the poor - the two major lines of the World Bank's poverty reduction strategy. The report describes current levels of and recent trends in inequalities along some key dimensions, both within and across countries; discusses whether such inequalities matter and, if so, how it may be possible to reduce them in ways which, rather than harming economic efficiency and growth, may indeed help promote them; and explores the role of domestic policies and international forces, and the potential for international action to reduce inequalities
This publication presents the activities and lessons learned from a project which sought to halve malnutrition among preschool children, raise primary school enrollment, reduce dropout and repetition rates, improve psycho-social and cognitive development, and increase the number of mothers practicing appropriate childcare. A strategic communication programme was designed to help mothers and other caregivers adopt new behaviours needed to achieve project outcomes. It helped the project team identify necessary changes in behaviour, knowledge or attitude for all target audiences; frame project-related issues relevant to different stakeholders, such as parliamentarians, mothers, community leaders, educators, and local government administrators; craft persuasive messages according to their needs, concerns and perceptions; and use the most appropriate communication channels. The communication strategy included a: national advocacy effort aimed at parliamentarians, health and education ministry officials, district and community leaders; multi-media campaign that emphasized three behaviour change interventions; training programme for health workers and pre-school teachers on their role; and monitoring and evaluation component to ensure that materials were disseminated via cost-effective channels of communication and that messages reached target audiences. Lessons learned emphasize the value of developing a comprehensive communication strategy during project design.
The report attempts to encourage dialogue between donors, the Palestinian Authority (PA) and Israel. Although it focuses on immediate emergency issues, it recognizes the need to balance short-term measures with a continued commitment to the longer-term institutional and development agenda. The Palestinian economic recovery that began in 1998 came to an abrupt halt with the start of the Intifada in September 2000, and the subsequent imposition of tight closure, decimating the economy over the past fifteen months. The report enumerates the problems of this severe economic recession, identifying Israel ' s closure of the Palestinian territories, as the cause of its economic crisis. This decline has been driven by unemployment in the private sector, exacerbated by the bankruptcy of the PA,. However, a full collapse of the economy and government has been averted, and the situation stabilized somewhat, with a subsequent slower rate of decline. Donor funding has increased compared to 1999 commitments, with increased disbursements in 2001. Nonetheless, the situation is unstable, and economic disintegration continues. Israel, the PA, and donors need to reverse the situation towards significant recovery of the Palestinian economy, by dismantling the system of internal check points, and easing border restrictions
Drawing on the accounts from the World banks ‘Voices of the Poor’ this booklet looks at the intimate link between health and poverty and the need for health to be central to attempts at poverty reduction. Three key lessons are: [1] People view and value their health in a holistic sense, as a balance of physical, psychological and community well-being, consistent with the WHO view of health as ‘a state of complete physical, mental and social well-being, not merely the absence of disease or infirmity. [2] People overwhelmingly link disease and ill-health to poverty, while poverty is also seen in terms of instability, worry, shame, sickness, humiliation and powerless-ness. [3] Health is valued not only in its own right, but because it is crucial to economic survival. Other lessons include: the fact that ‘poor people’ are not homogenous and in particular women and men, and the young and old, experience poverty and ill-health quite differently. Gender differences include the fact that men access and are seen as more entitled to formal health care, while women more often draw on traditional and alternative health services or defer their own treatment. Attitudes of health staff often appalling. Humiliating treatment by health personnel who treat people as ‘worse than dogs’ was a common experience and barrier to getting treatment. Access to health facilities, rarely built in poor areas, and often too costly to access are a problem. WHO concludes that "there can be no real progress on poverty reduction, or improvement in health outcomes, unless economic and social inequities are tackled"

This book provides a conceptual review of social capital and measurement tools in a form readily accessible to development practitioners. It discusses the value of quantitative and qualitative approaches to the analysis of social capital, illustrating the discussion with examples, and case studies from many countries. It also presents the Social Capital Assessment Tool, which combines quantitative and qualitative instruments to measure social capital at the level of household, community, and organisation, drawing on multidisciplinary, empirical experiences, an application which can provide project managers with valuable baseline, and monitoring information about social capital in its different dimensions. This paper attempts to "map" the idea of social capital, which relates different types of evidence and theories originating from different disciplines. After an introduction, it attempts to define social capital from basic economic theory, answering the questions 'what is social about it?' and 'what makes it capital?'. Section 3 extends the theoretical analysis by answering the question 'how does it work?'. It thus disaggregates social capital according to the types of social interaction which form it, the way they form it, and how it raises incomes. Section 4 discusses "endoginising" social capital, and Section 5 distinguishes social capital generated by civil society and that supplied by government. It then turns to the measurement and empirical application of the analytic concepts, at the micro-level of household and firm studies (Section 6), and at the aggregate level of regressions on internationally comparable data (Section 7). The final three sections turn to policy. Section 8 discusses examples of when social capital can be damaging. Section 9 considers how policy should respond to the more usual case of when civil social capital is useful but under-provided. Section 10 focuses on the implications for poverty
