The most important part of innovation in systems change is the lived experience.

The successful campaign to eliminate car park charges for people with disabilities at NHS hospitals in the UK is outlined. (Charges from over 200 hospitals are now dismissed).

The ongoing campaign to exempt all people with disabilities who are "Blue badge" holders from charges associated with ULEZ (ultra low emission zones) or the equivalent in cities in the UK is also described. The importance of integrating climate action and disability rights is highlighted.

The International Disability Alliance (IDA), the Government of Norway, and the Government of Ghana hosted the second Global Disability Summit on 16 and 17 February 2022 (GDS22). Due to the COVID-19 pandemic, and to ensure inclusive participation at the Summit, the event was held on a digital platform.

The first Global Disability Summit (GDS18), held in 2018 in London, generated an unprecedented level of focus on and commitment to disability-inclusive development. 171 national governments, multilateral agencies, donors, foundations, private sector, and civil society organisations made 968 individual commitments. More than 300 governments and organisations signed the GDS18 Charter for Change, encouraging the focused implementation of the UN Convention on the Rights of Persons with Disabilities (CRPD).

The Global Disability Summit 2022 (GDS22) in was built on the results achieved at the first Summit, to further accelerate much-needed progress towards the fulfillment of the rights of persons with disabilities worldwide.

The Summit led to concrete commitments that brought genuine change for persons with disabilities. GDS22 gathered a total of 1413 commitments on disability inclusion.

People with disabilities want equality through access and participation. To obtain lasting change at the country level, we seek collaboration with States, multilateral organisations, and civil society. We seek action and we seek the voices of persons with disabilities themselves.

Global Disability Youth Summit and a Civil Society Forum. was also held under the auspices of the GDS22.

Global Disability Youth Summit 2022

IDA, UNICEF, and the Atlas Alliance, represented by Youth Mental Health Norway, co-hosted a Youth Summit on 14 February 2022 to ensure the inclusion of youth in the Global Disability Summit. 

All planning and decision making around the Summit were led by youth with disabilities, including through the design of a novel format to ensure the participation of youth from around the globe, from local to global.

 

The Summit showcased the innovations of organizations led by youth with disabilities. Youth with disabilities at the local, regional and global levels have created groups and activities, both online and offline, fostering a sense of community, even during the COVID-19 period. Through the Summit, the youth focused on topics that they have identified to be particularly important in this regard, such as participation of youth in OPDs and youth mainstream organizations, inclusive education, deinstitutionalization and community inclusion, access to employment, climate change, new technologies, humanitarian action, access to inclusive healthcare including sexual reproductive health and mental health, among others.

 

A working group consisting of co-hosts and selected partners was responsible for developing a Youth Charter for Change - summing up and challenging the commitments

 

EDF-IDA workshop on Using the UN Optional Protocols to defend the rights of women and girls with disabilities

Several international human rights treaties exist to protect their rights, such as the UN Convention on the Rights of Persons with Disabilities (CRPD) and the UN Convention on Elimination of All Forms of Discrimination Against Women (CEDAW). These Conventions are complemented by agreements called Optional Protocols. They establish individual complaints mechanism for individuals or groups of individuals who have seen their rights violated in their country.

This online workshop organised on the 10th of May, 2021 jointly by the International Disability Alliance and the European Disability Forum informed participants on the role and functioning of the Optional Protocols, as tools to defend the rights of women and girls with disabilities. Speakers included representatives and legal experts from the Officer of the High Commissioner for Human Rights, the International Disability Alliance, the International Women’s Right Actions Watch Asia Pacific and Validity Foundation. The workshop was introduced and moderated by Ana Pelaez Narvaez, Vice President of the European Disability Forum and member of the CEDAW Committee.

Disability rights during the pandemic. A global report on findings of the COVID-19 Disability Rights Monitor

This report presents the findings from a rapid global survey of persons with disabilities and other stakeholders which took place between April and August 2020. The organisations behind the study seek to “catalyse urgent action in the weeks and months to come,” as transmission rates of COVID-19 continue to rise in many countries and persons with disabilities are again subjected to restrictions which have already had severe consequences.

The report analyses over 2,100 responses to the survey from 134 countries around the world. The vast majority of responses were from individuals with disabilities and their family members. Within the questionnaire responses respondents provided more than 3,000 written testimonies documenting the experiences of persons with disabilities and their family members during the pandemic. The qualitative and quantitative data provide in-depth, comprehensive insights into the experiences of persons with disabilities and the consequences of government actions or inactions on the rights of persons with disabilities.

The report is organised around four themes which emerged during the process of analysing responses received to the survey. These themes are:

1. Inadequate measures to protect persons with disabilities in institutions

2. Significant and fatal breakdown of community supports

3. Disproportionate impact on underrepresented groups of persons with disabilities

4. Denial of access to healthcare

Disability inclusion in the United Nations system - Report of the Secretary General

When launching the Strategy in June 2019, the Secretary-General stated that the United Nations would lead by example and raise its standards and performance on disability inclusion across all pillars of its work, from Headquarters to the field. The present report outlines the first steps on the path to achieving transformative and lasting change for persons with disabilities across the United Nations system

 

The report is organized into seven sections. Following the introduction, an overview of the advances made in the United Nations on disability inclusion, including the adoption of the Strategy, is provided in section II; the first year of implementation of the Strategy at the entity and country levels is reported on in section III; coronavirus disease (COVID-19) response and recovery efforts are the focus of section IV; the overarching actions for implementation of the Strategy are considered in section V; challenges and opportunities are highlighted in section VI; and the conclusion and recommendations for consideration by the General Assembly are contained in section VII. The report provides an analysis of information from 57 United Nations entities1 that reported under the Strategy ’s entity accountability framework and seven United Nations country teams that completed the accountability scorecard on disability inclusion as part of a targeted roll-out.

The rights of persons with disabilities in the context of climate change - panel discussion. 14th Meeting, 44th Regular Session Human Rights Council

The Panel focused on good practices and lessons learned in the promotion and protection of the rights of persons with disabilities in the context of the adverse impact of climate change. Its main objectives were to understand the benefits of disability-inclusive climate action and to identify opportunities for international cooperation in mitigation and adaptation actions which promote and protect the rights of persons with disabilities.

Persons with disabilities in armed conflict: Inclusive protection perspectives

This virtual side event was held on 28 May 2020, coinciding with the UN Security Council Open Debate on the Protection of Civilians. It focused on the disproportionate challenges facing persons with disabilities in humanitarian, conflict, and post-conflict settings. Chaired by the Special Rapporteur on the Rights of Persons with Disabilities, Ms. Catalina Devandas Aguilar, this discussion shared insights from speakers and panelists from the Governments of Poland and the United Kingdom, the European Union, UNMAS, Humanity & Inclusion (H.I.), the International Disability Alliance (IDA) and others.

 

By presenting the situation in Syria, Humanitarian Policy and Advocacy Manager for HI Syria response Bahia Zrikem highlighted the fundamental role Council Members should play in ensuring that all civilians, including persons with disabilities, are fully protected during hostilities, in line with International Humanitarian Law and Human Rights Law obligations, including the UN Convention on the Rights of Persons with Disabilities (CRPD), and the UNSC Resolution 2475 on protecting persons with disabilities in armed conflict.

Recording of the Virtual Event: COVID-19 & Promoting the Rights of Women and Girls with Disabilities

On April 8, 2020, IDA in collaboration with the EDF held the Virtual Event: COVID-19 crisis and Promoting Rights of Women and Girls with Disabilities. The virtual event with 572 registered participants was an effort to provide space and prevent any loss of momentum in promoting the rights of women and girls with disabilities in the global gender equality agenda. 

During the webinar, the panelists have discussed various topics ranging from the inclusion of women and girls with disabilities into mainstream gender mainstreaming strategies, multiple forms of discrimination faced by women and girls with various forms of disability, and the impact of the current pandemic on their well-being.

On April 10th 2020 the European Disability Forum (EDF) organised a two hours webinar about the COVID-19 pandemic and what challenges are persons with disabilities are facing. The speakers shared how persons with disabilities are experiencing the measures adopted by the different countries when these don’t take into consideration a disability perspective.

This webinar was conducted by André Félix, EDF External Communications Coordinator and was supported by Raquel Riaza, Events and Administration Officer and by other colleagues from EDF‘s office. The webinar was accessible for persons with disabilities providing live captioning and international sign language interpretation. It was recorded and a transcript is available

Does the criminal justice system treat disabled people fairly? Inclusive justice: a system designed for all

The UK Equality and Human Rights Commission launched an inquiry to understand the experiences of disabled defendants and accused people in the criminal justice system. They looked at:

  • whether their needs are properly identified
  • the types of adjustments being made to accomodate their needs, and
  • whether they can fully participate in court processes and understand the charges they face.

Based on their findings, recommendations are made to UK Governments.

 

The use of video hearings was rapidly expanded in response to the coronavirus pandemic. In April 2020, interim findings from this inquiry were released to help mitigate the risks that this technology poses to disabled people in the criminal justice system.

Deaf people in Pacific Island countries. A design for the Pacific deaf strenthening program

Pacific Disability Forum (PDF) is committed to advancing the rights of people with disabilities living in Pacific Island Countries (PICs). Developing an evidence base to understand more about deaf children and adults’ experiences and priorities will better assist communities, DPOs, organisations and governments to plan inclusive communities, policy and programs.

 

The development of the design was deliberately planned to be highly collaborative and the team met with 161 people who shared their views. This provided opportunities for deaf people and DPOs to contribute to the design, along with representatives from government, non-government and regional organisations. This collaboration occurred in three countries in the Pacific, namely Solomon Islands, Samoa and Fiji. Within Fiji, the design team met with deaf and DPO representatives of other PIC’s along with regional multi-lateral organisations such as UNICEF and the Pacific Island Forum Secretariat (PIFS). Consultations also occurred remotely with supporting organisations and development workers that are focused on disability inclusion in the Pacific. The design undertook a desk review to learn what is known about deaf children and adults in the Pacific region. Participatory methods ensured the process was highly respectful of the views of deaf people. DPOs, other organisations and governments will be asked to identify to what extent deaf children, adults and their families are participating in services, programs and establishments, and to identify potential supports required to increase deaf people’s participation.  A capacity building element has been carefully built into the design. The report is divided into three parts. Part A rationalizes the design, with background information and a brief desk review to collect evidence from and about deaf children and adults in the Pacific. Part B describes the design development process and reports findings. Part C details the design for the situation analysis.

The objective of the orientation is to strengthen understanding of, and capacity to support, programming for children and women with disabilities. The Disability Orientation consists of two main modules, each module has five lessons. The first part of the Orientation provides an overview of the disability movement and what disability means according to the Convention on the Rights of Persons with Disabilities.
